An array of local and national governments around the world have applied crowdsourcing as a participatory method to engage citizens in political processes. Citizens are invited to share their ideas, perspectives and opinions about matters that traditionally were beyond their access and influence. This book is an introduction to crowdsourcing in policy-making. By introducing case studies from several countries, the book demonstrates how crowdsourcing has been used in participatory budgeting in Canada, federal strategies in the United States, and constitution reform in Iceland. By drawing on these cases, the book analyzes the role of crowdsourcing in democracy. Furthermore, the book summarizes the best practices for crowdsourcing and outlines the benefits and challenges of open processes. The book is based on a report for the Committee of the Future in the Parliament of Finland, delivered by the author in the Spring of 2012. The author, Tanja Aitamurto, is a visiting researcher Program at Stanford University. Due to the at the Liberation Technology author's academic orientation, this book has an academic touch to it, yet it is also meant to serve as a handbook for crowdsourcing in policy-making. The book is structured as follows. In Chapter 2, we'll get an overview of crowdsourcing in several fields, thus giving context to the rise of participatory culture. This chapter addresses often posed questions about crowdsourcing and related phenomena like microwork and crowdfunding. Chapter 3 introduces an array of cases, in which crowdsourcing has been used in policy-making. Chapter 4 analyses the role of crowdsourcing in democratic processes, crowdsourcing as a part of Open Government practices, and the impact of crowdsourcing on democracy. Chapter 5 outlines the factors for successful crowdsourcing. Chapter 6 discusses the challenges of crowdsourcing. Chapter 7 gives policy recommendations for enhancing transparency, accountability and citizen participation in the Finnish governance. Chapter 8 concludes the book by encouraging actors in society to experiment with new tools for openness, transparency and accountability.

Crowdsourcing is a term that was coined in 2006 to describe how the commercial sector was beginning to outsource problems or tasks to the public through an open call for solutions over the internet or social media. Crowdsourcing works to generate new ideas or develop innovative solutions to problems by drawing on the wisdom of the many rather than the few. US local government experimented with rudimentary crowdsourcing strategies as early as 1989, but in the last few years local, state, and federal government have increasingly turned to crowdsourcing to enhance citizen participation in problem solving, setting priorities, and decision making. While crowdsourcing in the public sector holds much promise and is part of a larger movement toward more citizen participation in democratic government, many challenges, especially legal and ethical issues, need to be addressed to successfully adapt it for use in the public sector. Daren C. Brabham has been at the forefront of the academic study of crowdsourcing. This book includes extensive interviews with public and private sector managers who have used crowdsourcing. Brabham concludes with a list of the top ten best practices for public managers.

This book focuses on online petitioning and crowdfunding platforms to demonstrate the everyday impact that digital communications have had on contemporary citizen participation. In doing do, the book argues that crowdsourced participation has become normalised and institutionalised into the everyday repertoires of citizens and their organisations. Within the digitally-enabled shift in individual acts of participation, creating, signing and sharing online petitions and micro-donations have become a focal point because of the clear evolution from their offline and online counterparts. To illustrate their arguments the authors use an original nationally representative survey on acts of political engagement, undertaken with Australian citizens. Additionally, through detailed interviews and analysis of their web presence they show how advocacy organisations use online petitions within their repertoire of strategic actions. Lastly, they analyse the kinds of policy issues that mobilise citizens on crowdsourcing platforms, based on a unique dataset of 17,000 petitions from the popular non-government platform, Change.org. They contrast these mass public concerns with the policy agenda of the government of the day to show there is a disjuncture and general lack of responsiveness to this form of citizen expression.
