The recent European Council Directive 114/08 requested the EU Member States to perform an assessment aimed at the identification and designation of the so-called European Critical Infrastructures (ECI). Every analysis of the results of the "first round" of identifications and designations has only taken into account the numbers of ECIs effectively designated, consequently leaving aside all of the other elements related to this important path towards a harmonized vision of the "European Security". This work, with its unprecedented approach, focuses on the elements that have maximized or frustrated the ambitious European objectives and on the issues that might have prevented the directive reaching its full potential. Many of the recommendations made in the 9/11 Commission's report dealt indirectly with critical infrastructure protection, especially as the goals of critical infrastructure protection have evolved to include countering the type of attack that occurred on September 11. However, relatively few of the recommendations addressed critical infrastructure protection specifically. Those that did called for using a systematic risk management approach for setting priorities and allocating resources for critical infrastructure protection. None of these recommendations advocated a change in the direction of, or the organizational structures that have evolved to implement, existing infrastructure protection policies. Nevertheless, the Commission's recommendations could speed up implementation in some areas, given the attention and renewed urgency expressed by the Commission. Two bills were introduced as legislative vehicles for enacting some or many of the Commission recommendations (S. 2845 and H.R. 10). Like the Commission's recommendations, the language in these two bills, and the subsequent Intelligence Reform and Terrorism Prevention Act of 2004 (P.L. 108-458), for the most part, strengthen or reinforce existing policy and organization associated with critical infrastructure protection. Homeland Security Presidential Directive - 7 (December 2003) established the requirement to protect national critical infrastructures against acts that would diminish the responsibility of federal, state, and local government to perform essential missions to ensure the health and safety of the general public. HSPD-7 identified the Emergency Services as a national critical infrastructure sector that must be protected from all hazards. The Emergency Management and Response-Information Sharing and Analysis Center (EMR-ISAC) activities support the critical infrastructure protection and resilience of Emergency Services Sector departments and agencies nationwide. The fire service, emergency medical services, law enforcement, emergency management, and 9-1-1 Call Centers are the major components of the Emergency Services Sector. These components include search and rescue, hazardous materials (HAZMAT) teams, special weapons and tactics teams (SWAT), bomb squads, and other emergency support functions. This Job Aid is a guide to assist leaders of the Emergency Services Sector (ESS) with the process of critical infrastructure protection (CIP). The document intends only to provide a model process or template for the systematic protection of critical infrastructures. It is not a CIP training manual or a complete road map of procedures to be strictly followed. The CIP process described in this document can be easily adapted to assist the infrastructure protection objectives of any community, service, department, agency, or organization.
