Il fait ensuite le lien entre la faillite de certains États et les crises liées aux tensions religieuses, aux mouvements migratoires, aux changements climatiques et au positionnement de l'Afrique face aux questions géopolitiques en lien avec la reconfiguration de la notion de puissance depuis la fin de la Guerre froide.
