In this book, the ERECO-PGV[1] network wishes to make an overview of the cooperation implemented by and in the European Union and to describe the concrete forms they have taken. The issue is to analyze the internal European cooperation between economic actors, politicians, and EU citizens at different levels, but also to focus attention on the external cooperation (neighborhood policies, external policies, and collaborations with international institutions: NATO, OECD, WTO, etc.). Carrying uncompromising attention on this issue means rethinking the European project in light of today's challenges. From the very beginning, the EU was based on and called for forms of multinational cooperation, bilateral (internal and external) at different levels, involving economic actors, public actors, local authorities, and civil society. The frameworks for this cooperation as well as for the successive enlargements of the EU were drawn up in the context of European negotiations, in particular during discussions on the European Treaties. European values, standards, and rules are embodied in the texts of agreements, resolutions, and European directives and Treaties signed by all member countries. They establish the functioning of European institutions and the framework of democratic life in Europe. The emergence of current crises (Brexit, COVID-19, migration crisis, non-respect of rule of law rules, refusal of certain member countries to apply the European Charter of Human Rights, etc.) is questioning the project of the European Union and introduced the challenges which should be overcome by the proposal of the new project able to face the internal complexity of the Union and to answer to the pressure of a conflicting international context. What remains of the European ideal affirmed in the treaties of 1957, 1992, and 2007? How to "re-enchant" the common project? Yet, the European Union remains attractive to new candidate countries. How do they read the integration conditions into the EU with regard to their own projects?

Until the end of the 1990s, EU integration in the area of criminal law centred primarily around the regional deepening of traditional judicial cooperation in criminal matters and the development of law enforcement cooperation (including the setting up of Europol as a support agency). By the end of the 1990s respectively 2000s, the EU also gained (limited) supranational competence in the areas of substantive respectively procedural criminal law. Both judicial and law enforcement cooperation were furthered over the years via the principles of mutual recognition respectively availability, and through the setting up (and development) of Eurojust, the establishment of a European Public Prosecutor’s Office and the further development of Europol. After three decennia, the EU criminal law corpus is impressive – a core component of the EU’s ‘Area of Freedom, Security and Justice’, building on and adding to (both real and presumed) trust between the Member States. No time for stand-still, though. Since 2020, the European Commission has launched a tsunami of new legislative proposals, including in the sphere of EU criminal law, strongly framed in its new EU Security Union Strategy. This special issue on ‘EU criminal policy. Advances and challenges’ discusses and assesses some of the newest developments, both in an overarching fashion and in focused papers, relating to key 2022 novelties for Europol (ie the competence to conduct AI-based pre-analysis in (big) data sets, and extended cooperation with private parties), the sensitive debate since 2020 on criminalising (LGBTIQ) hate speech and hate crime at EU level, the 2022 Cybersecurity Directive, the potential of the 2020 Conditionality Regulation to address rule of law issues undermining the trustworthiness of Member States when issuing European Arrest Warrants, and concerns about free speech limitation by the 2021 Terrorist Content Online Regulation.

Zusammenfassung: This book takes stock of and analyses the direct and indirect effects of the war in Ukraine, the policy response to the shock across countries, as well as the potential medium-term economic and social implications and policy challenges. The last decade most Central and Eastern European (CEE) economies have been on a convergence path towards the EU average according to the main economic indicators. In 2022, however, the terrible war in Ukraine had major spillovers to the rest of the world, with the CEE economies being among the most exposed. The millions of refugees, the disruptions to energy supply, trade and supply chains, the surge in inflation, the tightening of global financial conditions, and elevated uncertainty created a radically new economic and social environment in these countries. The volume covers the economic effects of these challenges, the policy options available, and also those related to the eventual reconstruction of Ukraine, including the potential role of the CEE countries. Based on data and evidence-supported policy analysis, each chapter studies the impact of the shock on a particular area of the economy and makes general and country-specific policy recommendations.
