Lors de l'engagement d'un projet, un chef de projet doit structurer le projet de conception. Il s'agit de définir une architecture préliminaire du produit, de structurer le processus de conception et de regrouper les acteurs du projet en équipes interdépendantes (le regroupement est appelé "architecture des acteurs"). Ces trois activités sont fortement inter-reliées et critiques lors de la phase de conception préliminaire, car les décisions prises auront un impact fort sur les performances de l'ensemble du projet. Cependant, peu de méthodes formelles ont été proposées pour les considérer conjointement. Par ailleurs, lors de l'affectation des tâches du processus aux acteurs, le chef de projet doit s'assurer que les acteurs sont compétents pour réaliser une tâche. Il doit aussi prendre en compte des besoins de futurs projets qui pourraient nécessiter des apprentissages dans les projets en cours. Dans la réalité, la complexité de l'organisation d'un projet empêche d'avoir une vision globale des conséquences des choix d'affectation, qui plus est, sur plusieurs périodes et sur plusieurs projets. Peu de travaux se sont intéressés à ce type de problème. Or aujourd'hui, les tâches et les compétences nécessaires dans les projets de conception évoluent rapidement en lien avec la forte évolution des technologies et des besoins du marché. Le développement des compétences des ressources humaines devient une des priorités de l'entreprise qui ne les considère plus comme des ressources statiques (comme des machines) mais comme des ressources dynamiques auxquelles il faut attacher des objectifs de développement. Dans ce mémoire, nous proposons une méthode d'aide à la constitution d'équipes permettant de coupler la structuration du projet et le pilotage des compétences. Ce travail consiste alors à optimiser l'affectation des tâches aux acteurs et le regroupement des acteurs en équipes, en tenant compte à la fois des contraintes liés à l'architecture du produit et des objectifs de développement de compétences, sur de multiples projets et de multiples périodes. Ce problème étant complexe, ce mémoire de thèse présente des contributions à des sous-problèmes (affectation mon- période, affectation multi-périodes avec prise en compte du développement des compétences, architecture des acteurs avec prise en compte de l'architecture du produit), avant de proposer une formulation du problème global et une méthode de résolution en deux phases intégrant un algorithme de recuit simulé.

Les évolutions rapides des exigences des clients, des technologies, des organisations, des méthodes et des outils de conception demandent aux concepteurs de développer constamment leurs compétences pour maintenir ou accroître les performances des projets de développement de nouveaux produits. Dans ce contexte, les managers et les concepteurs ont besoin d'outils pour les aider à améliorer le pilotage des compétences mobilisées dans leurs activités. Notre contribution à cette problématique est double : d'une part, une modélisation des situations de travail pour réaliser la traçabilité des activités de conception et d'autre part, une approche floue pour caractériser les compétences. Pour la formalisation du concept de situation, nous avons proposé un cadre conceptuel définissant la situation par un ensemble d'entités qui participent, par des rôles spécifiques, à différentes interactions. Sur la base de ces concepts, nous avons proposé une modélisation UML de la situation pour structurer l'historique des activités de conception. Pour la caractérisation des compétences, nous avons proposé un modèle de la compétence regroupant un ensemble de connaissances techniques et quatre types de capacités estimées par une note relative. Le processus de caractérisation s’effectue sur deux étapes. La première est une qualification des différentes caractéristiques de la situation par des variables linguistiques. La deuxième est réalisée par un système de logique floue qui convertit le résultat de l'étape de "qualification de la situation" en valeur estimée des composants de la compétence associée. Notre première application en milieu industriel ouvre de nouvelles pistes de recherche. Elle nous a permis de confirmer la possibilité d'utiliser ce "principe de solution" pour répondre à d'autres problématiques de pilotage des compétences.

This book presents models and algorithms for complex scheduling problems. Besides resource-constrained project scheduling problems with applications also job-shop problems with flexible machines, transportation or limited buffers are discussed. Discrete optimization methods like linear and integer programming, constraint propagation techniques, shortest path and network flow algorithms, branch-and-bound methods, local search and genetic algorithms, and dynamic programming are presented. They are used in exact or heuristic procedures to solve the introduced complex scheduling problems. Furthermore, methods for calculating lower bounds are described. Most algorithms are formulated in detail and illustrated with examples. In this second edition some errors were corrected, some parts were explained in more detail, and new material has been added. In particular, further generalizations of the RCPSP, additional practical applications and some more algorithms were integrated.

How can economics become genuinely quantitative?
