By reaching out to isolated groups without access to social services, community organisations have been helping alleviate poverty throughout Latin America. Adapting to the needs of communities, these organisations' have succeeded in mobilising the poor to find solutions to their own problems. Despite being smaller than corresponding state agencies, community organisations are generally more cost effective and efficient.

This book, which can be used as a text for teaching purposes, gives a fascinating, and authoritative treatment both the rights protected by the Inter-American system and of the way in which its institutions work. An important part of the book is a thorough, article by article account of the guarantee in the American Declaration of the Rights and Duties of Man and in the American Convention on Human Rights of civil, political, economic, social and cultural rights in the light of the jurisprudence of the Inter-American Commission on Human Rights and the Inter-American Court of Human Rights, and of the Commission's many country reports on the human rights situation in particular states. There are also chapters on the rights of indigenous peoples, amnesty laws and states of emergencies. The annual Freedom of the Press, which tracks trends in media freedom worldwide, appears for the first time as an expanded book. Covering 192 countries, the survey provides numerical ratings of the level of press freedom in each country. The Freedom House survey team also assesses the legal environment for the media, political pressures that influence reporting, and economic factors that affect access to information. Essays include a 25-year retrospective of press freedom and a timely analysis of the upcoming World Summits on the Information Society (2003 and 2005). History and Legal Norms

Freedom in the World, the Freedom House flagship survey whose findings have been published annually since 1972, is the standard-setting comparative assessment of global political rights and civil liberties. The survey ratings and narrative reports on 192 countries and a group of select territories are used by policy makers, the media, international corporations, and civic activists and human rights defenders to monitor trends in democracy and track improvements and setbacks in freedom worldwide. Press accounts of the survey findings appear in hundreds of influential newspapers in the United States and abroad and form the basis of numerous radio and television reports. The Freedom in the World political rights and civil liberties ratings are determined through a multi-layered process of research and evaluation by a team of regional analysts and eminent scholars. The analysts used a broad range of sources of information, including foreign and domestic news reports, academic studies, nongovernmental organizations, think tanks, individual professional contacts, and visits to the region, in conducting their research. The methodology of the survey is derived in large measure from the Universal Declaration of Human Rights, and these standards are applied to all countries and territories, irrespective of geographical location, ethnic or religious composition, or level of economic development.
