Drawing on interviews with hundreds of policymakers and key stakeholders in five countries in South Asia, this report assesses current thinking toward domestic water management and transboundary water issues and suggests strategies that could help to reframe water as a shared resource rather than a potential source of conflict.

This book provides an ecosystem perspective in addressing water resource management issues in the South Asian region. Comprising new theories, research and case studies, it would help those interested in managing water resources in a sustainable manner as defined under the concept of integrated water resources management.

Recognizing that safe and adequate water supplies are an essential component of fighting poverty and disease, the ADB Water for All Publication series focuses on understanding the water issues facing poor people in developing countries in Asia and the Pacific region. This document summarizes both a comprehensive study on water in 18 Asian cities and a regional workshop held to present the findings of the study to representatives of civil society and the media and examine the role these groups play in finding solutions to improve access and quality of water for the urban poor.

This is the first volume in a new series under the aegis of the South Asia Consortium for Interdisciplinary Water Resources Studies (SaciWATERs) and explains the IWRM. This entire series investigates how this global concept resonates with regional, national and local concerns in South Asia. This volume begins by tracking the emergence of IWRM as a central notion in water debates. It then discusses the European experience with IWRM in the context of the European Water Framework Directive-the most comprehensive attempt so far at an IWRM-based water governance and management system. Thereafter, the book turns to South Asia.

The AQUASTAT Programme was initiated with a view to presenting a comprehensive picture of water resources and irrigation in the countries of Africa, Asia, Latin America and the Caribbean and providing systematic, up-to-date and reliable information on water for agriculture and rural development. This report presents the results of the most recent survey carried out in the 22 countries of the Southern and Eastern Asia region, and it analyzes the changes that have occurred in the ten years since the first survey. Following the AQUASTAT methodology, the survey relied as much as possible on country-based statistics and information.
