AWWA's 2019 Water and Wastewater Rate Survey provides the most comprehensive and up-to-date water and wastewater utility rate and financial data and analyses available. Data are provided for 264 utilities providing water service and 182 utilities providing wastewater service from 42 states and the District of Columbia. The survey includes data from utilities that serve from 1,000 to 5 million customers, making this information relevant to utilities of all sizes. Survey data are shown in a series of easy-to-read tables, ideal for detailed analyses and comparisons. Data are organized by system size, so you can quickly isolate utilities that are similar to your own. This new edition also includes a thorough discussion on continuous improvement by measuring effectiveness and efficiency of service delivery in addition to the analysis of the data from the rate survey and the interactive spreadsheets. Data Presentation: Part I: Overview of the survey methodology Part II: Measuring to Success for water and wastewater utilities Part III: Highlights of the survey, including key findings and observations Part IV: Data summary exhibits arranged by system size for comparison purposes This survey is a joint effort of American Water Works Association and Raftelis Financial Consultants, Inc.

The purpose of this study is to build upon and extend previous water conservation research efforts of price and nonprice conservation programs on residential water demand in different urban areas of the southwestern United States. The primary research objectives are to: (1) develop residential water demand models to examine the effectiveness of price and nonprice programs; (2) develop and document a database of residential water demand in selected study ares; (3) evaluate the effectiveness of price and nonprice conservation programs using the water demand models and database developed for this study; and (4) examine the applicability of extending regional water demand relationships and results of conservation program effectiveness to other cities in the region. Specific issues examines on regional, seasonal and individual city basis include: How responsive are consumers to changes in the price of water?; are consumers responding to the average price, marginal price, or some combination of the two?; How does demand change or respond to implementation of nonprice conservation program? Is it appropriate to model and apply results on effectiveness to other cities in the region? The scope in terms of number and cross section of cities, detail of observations (monthly time periods), length of time covered and inclusion of price and nonprice programs combined with the analytical techniques used, contribute to making his one of the most comprehensive studies conducted on residential water use and the effectiveness of conservation programs. The research techniques and results of this evaluation will benefit water utilities and consumers through lower costs and more secure water supplies because of improved understanding and better planning and implementation of residential price, rate structure and nonprice conservation programs.

Comprehensive Guide to Water and Wastewater Finance and Pricing, Second Edition provides an updated and expanded examination of the principal aspects of financing and pricing for water and wastewater utilities. Organized in two sections, this new edition covers everything from privatization and setting rate structures to long-term and short-term financing. Traditional and innovative financing methods and pricing structures are provided. The guide also shows how to design appropriate pricing structures to ensure equity and self-sufficiency. What's new in the Second Edition? Comprehensive Guide to Water and Wastewater Finance and Pricing, Second Edition has been significantly revised and expanded to address current trends in the industry. The new edition features expanded discussions of state revolving loan funds (SRFs) as a financing method for local governments, the privatization concept and current incentives and disincentives associated with environmental privatization, the impact on public private partnerships of the President's executive order relating to grant funded facilities, and proposed tax legislation that could have a significant impact on environmental infrastructure financing. The new edition provides a detailed example of how a utility would establish revenue requirements and then structure a set of rates to recover these requirements. It also provides a comprehensive chapter on conservation pricing which discusses the background of conservation rates, advantages and disadvantages, and design considerations of conservation rate structures (uniform rates, inverted block rates, seasonal rates, and marginal cost rates). Results from Ernst & Young's 1992 National Water and Wastewater Survey are supplied as well. Comprehensive Guide to Water and Wastewater Finance and Pricing, Second Edition will be an indispensable reference for water and wastewater management, professional engineers, U.S. government officials, state and local government planners, investment bankers, utility entrepreneurs, directors of water and wastewater utilities, finance managers, utility and environmental attorneys, and financial and rate consultants.
