Past modernization literature has assumed that corruption and clientelism reflect a pre-modern social structure and could be referred to as a pathologic phenomenon of the political system. Very few have considered corruption and clientelism as structural products of an interwoven connection between capital accumulation, bureaucratic rationalization, interest intermediation and political participation from below. This volume analyzes key aspects of the debate such as: should corruption and clientelism be evaluated as a 'lubricant' in terms of administrative efficiency - legitimate demands from the margins of society to redress social and economic inequality or to readdress economic development? What would be the effect of strengthening policing to control political corruption? Could electoral reform or a decentralization of government power be a cure for all? These questions among others are answered in this comprehensive volume.

This Element presents newly-collected cross-national data on reelection rates of lower house national legislators from almost 100 democracies around the world. Reelection rates are low/high in countries where clientelism and vote buying are high/low. Drawing on theory developed to study lobbying, the authors explain why politicians continue clientelist activities although they do not secure reelection. The Element also provides a thorough review of the last decade of literature on clientelism, which the authors define as discretionary resource distribution by political actors. The combination of novel empirical data and theoretically-grounded analysis provides a radically new perspective on clientelism. Finally, the Element suggests that clientelism evolves with economic development, assuming new forms in highly developed democracies but never entirely disappearing.

One common demand in the 2011 uprisings in the MENA region was the call for ‘freedom, dignity, and social justice.’ Citizens rallied against corruption and clientelism, which for many protesters were deeply linked to political tyranny. This book takes the phenomenon of the 2011 uprisings as a point of departure for reassessing clientelism and patronage across the entire MENA region. Using case studies covering Morocco, Tunisia, Egypt, Jordan, Lebanon, Turkey and the Gulf monarchies, it looks at how the relationships within and between clientelist and patronage networks changed before 2011. The book assesses how these changes contributed to the destabilization of the established political and social order, and how they affected less visible political processes. It then turns to look at how the political transformations since 2011 have in turn reconfigured these networks in terms of strategies and dynamics, and concomitantly, what implications this has had for the inclusion or exclusion of new actors. Are specific networks expanding or shrinking in the post-2011 contexts? Do these networks reproduce established forms of patron-client relations or do they translate into new modes and mechanisms?
