This Army tactics, techniques, and procedures (ATTP) reinforces the fundamentals of mission command established in field manual (FM) 3-0, Operations; FM 5-0, The Operations Process; and FM 6-0, Mission Command. Whereas the above manuals focus on the fundamentals of mission command, this manual provides commanders and staff officers with tactics, techniques, and procedures (TTP) essential for the exercise of mission command.This is a new Army publication. It includes many of the appendices currently found in FM 5-0 and FM 6-0 that addressed the "how to" of mission command. By consolidating this material into a single publication, Army leaders now have a single reference to assist them with TTP associated with planning, preparing for, executing, and continually assessing operations. This ATTP also enables the Army to better focus the material in future editions of FMs 5-0 and 6-0 on the fundamentals of the operations process and mission command, respectively.

This ATTP consist of 12 chapters and 26 annexes. It incorporates the new mission command taxonomy established in FM 3-0. Chapter 1 provides an overview of mission command. It summarizes the new mission command taxonomy established in change 1 to FM 3-0 (2011). Chapter 2 addresses the staff to include staff organization and the duties and responsibilities of individual staff officers. It updates FM 6-0. Chapter 3 describes how commanders cross-functionally organize their staff into command posts and offers TTP for command post operations. It updates FM 5-0. Chapter 4 describes the military decisionmaking process. It updates FM 5-0. Chapter 5 addresses troop leading procedures-a framework for planning and preparing for operations used by small unit leaders. It updates FM 5-0. Chapter 6 addresses how the commander and staff build and maintain running estimates throughout the operations process. This updates FM 5-0. Chapter 7 provides guidelines to assist commanders and staffs to develop formal assessment plans. This updates FM 5-0. Chapter 8 discusses rehearsal types and techniques. This updates FM 5-0. Chapter 9 discusses liaison principles and the responsibilities of liaison officers and teams. This updates FM 6-0. Chapter 10 provides guidance and formats for military briefings. This updates FM 5-0. Chapter 11 discusses how to prepare staff studies and decision papers, and provides formats for both. This updates FM 5-0. Chapter 12 offers guidelines and provides formats and instruction for building effective plans and orders. This updates FM 5-0. The annexes provide formats and instructions for developing attachments to the base plan or order. The sequence of these annexes corresponds to the Army operation order attachment structure. These formats and instructions are new to Army doctrine.

Army doctrine reference publication (ADRP) 5-0 augments the principles of the operations process found in Army doctrine publication (ADP) 5-0, The Operations Process. It provides an expanded discussion of planning, preparing, executing, and assessing operations. Together with ADP 5-0, this ADRP establishes a common frame of reference and language that commanders and staffs use for the exercise of mission command. To comprehend the doctrine contained in ADRP 5-0, readers must first understand the foundations of unified land operations described in ADP 3-0, Unified Land Operations. In addition, readers must fully understand the principles of mission command described in ADP 6-0, Mission Command. For a detailed explanation of the tactics, techniques, and procedures associated with the operations process, see Army Tactics, Techniques, and Procedures (ATTP) 5-0.1, Commander and Staff Officer Guide. The principal audience for ADRP 5-0 includes Army commanders, leaders, and unit staffs (officers, noncommissioned officers, and Soldiers). Commanders and staffs of Army headquarters serving as joint task force or multinational headquarters should also refer to applicable joint or multinational doctrine concerning the range of military operations as well as joint or multinational forces. Trainers and educators throughout the Army will also use this manual. Commanders, staffs, and subordinates ensure their decisions and actions comply with applicable U.S., international, and, in some cases, host nation laws and regulations. Commanders at all levels ensure their Soldiers operate in accordance with the law of war and the rules of engagement. (See Field Manual [FM] 27-10.) ADRP 5-0 uses joint terms where applicable. Selected joint and Army terms and definitions appear in both the glossary and the text. Terms for which ADRP 5-0 is the proponent publication (the authority) are marked with an asterisk (*) in the glossary. Definitions for which ADRP 5-0 is the proponent publication are in boldfaced text. These terms and their definitions will be in the next revision of FM 1-02. For other definitions shown in the text, the term is italicized and the number of the proponent publication follows the definition. ADRP 5-0 applies to the Active Army, the Army National Guard/Army National Guard of the United States, and the United States Army Reserve unless otherwise stated.

The Army continues enhancing its capability to plan and provide effective operational contract support (OCS) for deployed Army and Joint forces. Operational tempo and reduced force structure has created a greater reliance upon commercial support to augment uniformed capabilities. Because of the unique nature of contracted support in contingency operations, the Army has made a concerted effort to improve our capability to plan and effectively integrate OCS into full spectrum operations. While OCS provides a commercial means to fulfill Army requirements, the overall responsibility for mission accomplishment remains with the commander; not with the contracting support organization. This new Army tactics, techniques and procedures (ATTP) manual is written for Army operational commanders and their non-acquisition officer staffs. It is applicable from brigade to Army Service Component Command levels. It provides "how to" guidance for planning, requirements preparation, and integration of OCS into combat operations. This ATTP will also facilitate the effective transition from combat to security and stability operations. Application of this ATTP will enable Army operational commanders, and their staffs, to efficiently obtain and effectively utilize available commercial support in a theater of operations. This Army Tactics, Techniques and Procedures (ATTP) manual provides operational contract support (OCS) "how to" guidance for Army Force commanders and their non- acquisition officer staffs. It is applicable from brigade to Army Service Component Command levels. It serves as the primary reference document for execution of OCS planning and integration and oversight tasks laid out in the Common Battle Staff Task 71-8-4150, Coordinate Contracting Support and AR 715-9, Operational Contract Support Planning and Management. This publication also serves as the primary reference document for the Army Logistic University's OCS Course.

This multi-Service publication represents a significant revision of the November 1986 publication. The scope of the previous publication was limited to the effect that weather and terrain have on nuclear, biological, and chemical (NBC) operations and obscuration operations. This publication expands that scope to include the doctrinal employment of chemical, biological, radiological, and nuclear (CBRN) capabilities (organizations, personnel, technology, and information) to characterize CBRN threats and hazards, including toxic industrial material (TIM), to the commander and the force. It is designed to provide commanders and staffs at the operational and tactical levels with capability employment planning data and considerations to shape military operations involving CBRN threats and hazards (CBRN shape) and a better understanding of where and when to expect CBRN hazards by applying information management (IM) to the military decisionmaking process (MDMP)/Marine Corps planning process (MCPP). This publication incorporates the characteristics of CBRN shape as addressed in joint concepts and in doctrine; and it provides doctrine and tactics, techniques, and procedures (TTP) for managing CBRN threats and hazards in the larger context of multi-Service military operations. The chapters present a doctrinal foundation, and specific TTP are included in appendixes. This manual also incorporates the joint doctrine elements for combating weapons of mass destruction (WMD), to include the passive defense capabilities of CBRN shape, CBRN sense, CBRN shield, and CBRN sustain. During military operations, this publication is subordinate to current joint publications (JPs) addressing this topic. This manual addresses concepts, principles, fundamentals, planning, operational considerations, and training and support functions. It serves as the foundation for developing Service manuals and refining existing training support packages, mission training plans, training center and unit exercises, and Service school curricula. It drives the examination of organizations and materiel developments applicable to military support of CBRN aspects of command and control (C2).This publication is designed for use at the operational and tactical levels but has implications at the strategic level in the implementation of CBRN supporting strategic objectives. The manual will support command staffs, CBRN staff officers, CBRN noncommissioned officers (NCOs), non-CBRN personnel performing collateral duties as additional-duty CBRN officers or NCOs, and employees of civilian agencies in the assessment, planning, preparation, and execution of CBRN C2 functions. This publication is intended to provide multi- Service C2 concepts and considerations for planning for, responding to, and recovering from CBRN events. It is not stand-alone guidance for United States (U.S.) Air Force (USAF) CBRN actions and activities. It is applicable to USAF units and USAF teams only in conjunction with appropriate USAF-specific publications, installation plans, supporting checklists, and other appropriate guidance.
