Esta monografía, la primera de estas características en el derecho español, tiene por objeto el análisis jurídico de estos instrumentos técnicos: la validez y eficacia de la firma digital; la necesidad de certificados que vinculen de forma segura una clave pública a una persona determinada, y la problemática generada por la emisión, distribución, uso y revocación de un certificado hasta su expiración, con especial referencia a las eventuales responsabilidades de los distintos sujetos implicados. Todo ello con un exhaustivo análisis de las fuentes doctrinales y legales existentes sobre la materia (con amplias referencias al derecho español, comparado y comunitario). Financial Cryptography 2000 marked the fourth time the technical, business, legal, and political communities from around the world joined together on the smallislandofAnguilla,BritishWestIndiestodiscussanddiscovernewadvances in securing electronic ?nancial transactions. The conference, sponsored by the International Financial Cryptography Association, was held on February 20– 24, 2000. The General Chair, Don Beaver, oversaw the local organization and registration. The program committee considered 68 submissions of which 21 papers were accepted. Each submitted paper was reviewed by a minimum of three referees. These proceedings contain revised versions of the 21 accepted papers. Revisions were not checked and the authors bear full responsibility for the content of their papers. This year’s program also included two invited lectures, two panel sessions, and a rump session. The invited talks were given by Kevin McCurley prese- ing “In the Search of the Killer App” and Pam Samuelson presenting “Towards a More Sensible Way of Regulating the Circumvention of Technical Protection Systems”. For the panel sessions, Barbara Fox and Brian LaMacchia mod- ated “Public-Key Infrastructure: PKIX, Signed XML, or Something Else” and Moti Yung moderated “Payment Systems: The Next Generation”. Stuart Haber organized the informal rump session of short presentations. This was the ?rst year that the conference accepted submissions electro- cally as well as by postal mail. Many thanks to George Davida, the electronic submissions chair, for maintaining the electronic submissions server. A majority of the authors preferred electronic submissions with 65 of the 68 submissions provided electronically.

As distinct from other security and cryptography conferences, the Information Security Conference (ISC) 2002 brought together individuals involved in a wide variety of different disciplines of information security to foster the exchange of ideas. The conference is an outgrowth of the Information Security Workshop, first held in Ishikawa, Japan 1997. ISC 2002 was held in Sao Paulo, Brazil, on September 30– October 2, 2002. The Program Committee considered 81 submissions of which 38 papers were accepted for presentation. These proceedings contain revised versions of the accepted papers. The papers provide a representative sample of both the variety and the truly international scope of information security research conducted currently. The topics addressed range from e-commerce protocols to access control and trust management, and to cryptography and cryptographic algorithms. Many people deserve our gratitude for their contribution to the success of the conference. We would like to thank the General Chair, Routo Terada, for overseeing the local arrangements, including registration and maintaining the conference website, and for the smooth running of the conference. We are grateful to Robbie Ye for his expert help in processing the electronic submissions, reviews and acceptance notifications. Robbie’s enthusiasm and energy greatly simplified the Program Committee’s task of conducting the on-line evaluation of the submitted papers under tight time constraints.
