Although collaborations for local and regional economic development have been popular in recent years, it is not yet wholly clear when or how such efforts bring successful outcomes. Using an integrative conceptual framework for collaborative governance, this innovative collection provides a systematic and interdisciplinary analysis of real-world collaborative networks for local and regional economic development. Focusing on a wide range collaborative economic development in diverse cities and regions in USA, Canada, Germany, India, Italy, and South Korea, the chapters explore what forces motivate the emergence of collaborative economic development efforts. Each chapter explores the factors which contribute to or hinder collaborative governance efforts for economic development and identifies lessons for overcoming challenges to creating communities that are economically resilient, environmentally sustainable and politically engaged in the era of globalization. By focusing on collaborative governance and its implications for the ability of policies to meet the challenges of the 21st century, it provides lessons for researchers in public management, urban planning/development, public policy, and political science, as well as practitioners interested in promoting local economic development.

This book attempts to advance critical knowledge and practices for fostering a variety of entrepreneurship at a city level. The book aims to connect scholarship and policy practice in two disciplines: Urban Studies and Entrepreneurship. The book has included contributions from developed, emerging, and developing countries. The chapters are clubbed under five main sections; I. Startups and Entrepreneurial Opportunities, II. Knowledge Spillover, III. Social and Bureaucratic Entrepreneurialism, IV. Demography and Informal Entrepreneurs V. Perspectives from Emerging and Developing Economies. In this regard, the book explores a number of questions, such as: what are the important varieties of entrepreneurship, how can they be observed and measured, and how does each variety emerge and operate under various conditions of infrastructure and opportunity? Which type(s) of entrepreneurship should a city prefer? What can cities do to stimulate desirable forms of entrepreneurship or is it more of a spontaneous phenomenon? Why do policies that enhance entrepreneurship in some contexts seem instead to promote crony capitalism and rent-seeking in other contexts? Should cities focus on growing their own entrepreneurs and entrepreneurial enterprises or on luring them from other cities and countries? How can a collective action in a city promote (or hinder) entrepreneurship? The contributions in the present volume address head-on these questions at the intersection of urban studies, economic theory, and the practicalities of economic development and urban governance, in a genuinely global range of places and applications.

This book gives a brief review of current development models and governance of urban sharing platforms, and looks into the economic efficiency of a novel market transaction model of sharing economy, which has been accelerated by high-density urban population and the Internet technology. With an aim to solve current problems featuring excessive competition, waste of resources, security risks, and unfair competition, this book delves into the two governance models in accommodation sharing platforms and bike and car sharing platforms and puts forward a multi-dimensional collaborative governance model that involves the participation of enterprises, the government, and the community. Under such a model, the platforms may utilize their own key technologies to implement supervision and solicit feedback; the government may resort to tax regulation and reallocating shared space to mitigate the negative externality effect and promote fair competition; and the community, as the basic unit of a city, may play its part through on-site participation and real-time feedback.

Although much has been written about the Korean public administration, the international academic community has little knowledge about it as most of the literature has been written in Korean. This book aims to provide more accessible knowledge internationally by filling that gap, covering both the history and the current status of the Korean public administration. This book is a collaboration of many Korean public administration scholars and would appeal to those interested in the secrets of Korea’s rapid development in such a short span of time. Each chapter covers historical contexts, key to understanding its public administration and an important aspect as Korea is a fast changing society. The book takes on a more pragmatic approach rather than to put the Korean experiences into the western theory. Each chapter therefore provides an extensive discussion on the lessons-learned and practical implications.

An empire invites local collaborators in the making and sustenance of its colonies. Between 1896 and 1910, Japan's project to colonize Korea was deeply intertwined with the movements of reform-minded Koreans to solve the crisis of the Choson dynasty (1392-1910). Among those reformers, it was the Ilchinhoe (Advance in Unity Society)-a unique group of reformers from various social origins-that most ardently embraced Japan's discourse of "civilizing Korea" and saw Japan's colonization as an opportunity to advance its own "populist agendas." The Ilchinhoe members called themselves "representatives of the people" and mobilized vibrant popular movements that claimed to protect the people's freedom, property, and lives. Neither modernist nor traditionalist, they were willing to sacrifice the sovereignty of the Korean monarchy if that would ensure the rights and equality of the people. Both the Japanese colonizers and the Korean elites disliked the Ilchinhoe for its aggressive activism, which sought to control local tax administration and reverse the existing power relations between the people and government officials. Ultimately, the Ilchinhoe members faced visceral moral condemnation from their fellow Koreans when their language and actions resulted in nothing but assist the emergence of the Japanese colonial empire in Korea. In Populist Collaborators, Yumi Moon examines the vexed position of these Korean reformers in the final years of the Choson dynasty, and highlights the global significance of their case for revisiting the politics of local collaboration in the history of a colonial empire.
