This book examines the development of cooperation between the EU and NATO, two key non-state actors in the European security architecture. The work examines the relationship between the EU and NATO by focusing on the perspective of member states. Highlighting the relevance of member states’ role in shaping EU-NATO relations, it conceptualises interorganisational cooperation and develops a typology of member states based on four types: advocates, blockers, balancers and neutrals. To apply this typology and analyse member states’ specific roles, the analysis considers their foreign and security policy orientations, bilateral relationships with other member states, and contributions to both military operations, and division of labour between the two organisations. The book also examines states’ use of political strategies -- such as forum-shopping, hostage-taking and brokering -- that influence the design, evolution and practicalities of cooperation between the EU and NATO. This book will be of much interest to students of European Security and Defence Policy, international organisations, and security studies in general.

The North Atlantic Treaty Organization (NATO) is the world’s largest, most powerful military alliance. The Alliance has navigated and survived the Cold War, the collapse of the Soviet Union, and the post-9/11 era. Since the release of the 2010 Strategic Concept, NATO’s strategic environment has again undergone significant change. The need to adapt is clear. An opportunity to assess the Alliance’s achievements and future goals has now emerged with the Secretary General’s drive to create a new Strategic Concept for the next decade—an initiative dubbed NATO 2030. A necessary step for formulating a new strategic outlook will thus be understanding the future that faces NATO. To remain relevant and adjust to new circumstances, the Alliance must identify its main challenges and opportunities in the next ten years and beyond. This book contributes to critical conversations on NATO’s future vitality by examining the Alliance’s most salient issues and by offering recommendations to ensure its effectiveness moving forward. Written by a diverse, multigenerational group of policymakers and academics from across Europe and the United States, this book provides new insights about NATO’s changing threat landscape, its shifting internal dynamics, and the evolution of warfare. The volume’s authors tackle a wide range of issues, including the challenges of Russia and China, democratic backsliding, burden sharing, the extension of warfare to space and cyberspace, partnerships, and public opinion. With rigorous assessments of NATO’s challenges and opportunities, each chapter provides concrete recommendations for the Alliance to chart a path for the future. As such, this book is an indispensable resource for NATO’s strategic planners and security and defense experts more broadly.

NATO has many European and global partner countries. The political and military utility of all these partnerships is clear; they 'provide' more security than they 'consume'. But the utility for NATO of partners also changes over time. This book scrutinizes these partnerships, both from a NATO perspective and from that of its partners.

In post-Cold War international relations, strategic partnerships are an emerging and distinct analytical and political category critical in understanding the dynamics of contemporary strategic cooperation between states and International Organizations. However, the idea of strategic partnerships has remained under-theorized and overshadowed by the alliance theory. Addressing this clear-cut gap in the International Relations/Foreign Policy Analysis literature, this book originally endeavors to theorize and empirically test the analytical model of strategic partnerships as a new form of sustainable international cooperation in times of globalized interdependence and turbulence.

The EU-NATO relationship continues to develop at a time of significant change for both organizations. Post 9/11, NATO embarked on a fundamental transformation, recasting itself as an organization with global strategic reach and interest, focused less on Europe than ever before. At the same time, the EU is also becoming a more global political actor. Consequently, there is growing evidence that over time the EU will take the primary place in providing military security in Europe. This volume combines political and legal methods to provide a comprehensive analysis of the current and likely future relationship between the EU and NATO. The work will be of interest to all those interested in the development of these two major organizations and international security more generally, whether from a political or legal perspective.
