This document is applied for the compulsory certification for telecommunication terminal equipment. Telecommunication Terminal Equipment refers to the telecommunication equipment that provide message sending and receiving function at the end of public telecommunication network. The telecommunication terminal equipment defined in the document include fixed telephone terminal, cordless telephone terminal, corporate phone, fax machine, modem (including card), mobile terminal, ISDN terminal, data terminal (including card), and multimedia device.

This standard is established based on the safety risk and certification risk of motor vehicle exterior lighting and light signal devices. It stipulates the basic principles and requirements for the implementation of mandatory product certification for motor vehicles; exterior lighting and light signal devices.

This Rules is established based on the safety risk and certification risk of automobile products; stipulates the basic principles and requirements for compulsory certification of all vehicles within its scope of application. Its purpose is to ensure that certified vehicles continue to comply with laws, regulations, and standards.

In order to deepen the reform and innovation of quality certification system and optimize the certification process, benchmark with the international advanced conformity assessment system, enterprises are encouraged to strengthen the main-body responsibility and reduce the institutional transaction costs. While ensuring the continuous, effective, and healthy operation of the compulsory certification system, some products in the compulsory certification catalogue are allowed to, under the premise that the compliance risk is basically controllable, be self-declared by the producer (manufacturer) to prove that the products they provide can continue to meet the relevant requirements of applicable standards and implementation rules for compulsory product certification.

This Provisions applies to the implementation and management of ODM model compulsory product certification (excluding security and fire protection products). The related definitions of ODM model are as follows: ODM factory: A factory which designs, processes, and produces the same products for one or more manufacturers by using the same quality assurance capability requirements, the same product design, production process control and inspection requirements, etc. ODM initial certification certificate holder: An organization which holds the initial CCC certification certificate of ODM product. ODM model: A commissioned manufacturing model where the ODM factory, in accordance with the documents such as relevant agreements with the manufacturer, designs, processes, and produces products for the manufacturer.

In order to shorten the compulsory product certification and testing cycle, reduce the cost of certification testing, reduce the burden on the factory, and avoid repeated evaluation, under the premise that the certification risk is controllable and the certification quality is guaranteed, if the specific requirements are met, and the testing resources (such as personnel, facilities, etc.) of laboratory of manufacturing enterprise have the testing ability of corresponding products and specific items, and the products applying for compulsory certification may have obtained other certifications or the factory has obtained system certification, compulsory product certification can use the factory own testing resources to replace all or part of the test items for sample testing in the laboratory designated by CCC, or to recognize the evaluation results (test, inspection, or review results) of the same content of other certifications. To standardize the above two types of activities, this Implementation Rules is formulated.

This Rules is established based on the safety risk and certification risk of toys. It stipulates the basic principles and requirements for the implementation of compulsory product certification for toys. When toys are used in a predetermined or predictable manner, they must not endanger the safety or health of users or third parties. When toys are used only by children of a certain age, the ability of the user and, where appropriate, his or her guardian shall be considered.
