There is no recipe for democratisation that can be readily applied to all countries. Every country presents unique factors that influence the fate of its democratic reforms, which must therefore be evaluated within their specific socio-political, cultural and historical context. Building on this premise, this paper examines military reform and democratisation through the experiences of Turkey and Indonesia, two democratising countries with predominantly Muslim populations, secular regimes, and militaries that are deeply involved in politics. The paper strives to explain why both the Turkish and Indonesian militaries, which have developed a sense of ownership over the state, may be wary of democratic change; how 'the people' perceive the military's traditional role in society; and in which direction societal and military attitudes towards democratic reform have been moving over the years. In relating these domestic observations to various external factors, it seeks to identify the regional and global trends, events and actors that promote and obstruct the development of substantive democracy in each country, and to draw broader lessons for the study of democratisation and military reform.

Civil-military relations in Indonesia has been an up and down relationship. In the early days of independence and for the ensuing decades, the role of the military in Indonesia has been very prominent. Civil authority along with the military created Dwi Fungsi ABRI (dual function of Indonesian Armed Forces as defense force and political force), ensuring a strong military role in the political domain. In essence, civil-military relations are strongly influenced by the strong military positions in the government. The recent demonstration of the Indonesian peoples desire to adopt democratic values characterized by the successful transformation to democracy and military reform has affected the dynamic of civil-military relations in Indonesia. In light of these recent change in Indonesia how should civil-military relations be formulated? What should be improved and defined to create the civil-military relation most suitable to democratic values and national order? This paper will examine the ups and downs of civil-military relations in Indonesia at the leadership level by exploring six cases that occurred in Indonesia. Finally, this paper will define the form of civil-military relations in democracy and the norms to achieve it.

This book is an analysis of Indonesia’s civil-military relations in the post-1998 reform era. It focuses on the political thinking of the Indonesian Army during the time of democratic consolidation. The book examines the army (Tentara Nasional Indonesia Angkatan Darat, TNI AD), a pivotal player in the political scene of Indonesian state, and the aspect of military ideology development. Based on in-depth interviews with civilian and military figures and applying the methodology of utilised process tracing and empirical analysis surrounding the appearance of military thinking, the book argues that the Indonesian military pursues to sustain its political power by propagating a set of values construed as moral compass for all members of society. Specifically, the book discusses the origins and impacts of ‘proxy war’ and ‘bela negara’ (‘defend the state’), which was promoted by former TNI Commander Gatot Nurmantyo (2015-2017) and former Defence Minister Ryamizard Ryacudu (2014-2019). The authors demonstrate that both ideologies facilitate expansion of the military’s influence in all aspects of life and protection of its corporate interests in the age of democracy. Based on a decade of research in Indonesia, this book provides an in-depth account of the military's struggle to adapt to the new democratic system after the downfall of Suharto's authoritarian regime in 1998. Unlike other studies of the Indonesian armed forces, which focus exclusively on internal military developments, Mietzner's study emphasizes the importance of conflicts among civilians in determining the extent of military involvement in political affairs. Analysing disputes between Indonesia's main Muslim groups, Mietzner argues that their intense rivalry between 1998 and 2004 allowed the military to extend its engagement in politics and protect its institutional interests. The stabilization of the civilian polity after 2004, in contrast, has led to an increasing marginalization of the armed forces from the power centre. Drawing broader conclusions from these events for Indonesia's ongoing process of democratic consolidation, the book shows that the future role of the armed forces in politics will largely depend on the ability of civilian leaders to maintain functioning democratic institutions and procedures.
