Papua New Guinea has a complex ‘law and order’ problem and an entrenched epidemic of HIV. This book explores their interaction. It also probes their joint challenges and opportunities—most fundamentally for civic security, a condition that could offer some immunity to both.

Late medieval and renaissance cities, though powerful communities jealous of their own jurisdiction, were constantly negotiating their relationships with other secular and religious authorities. The seven essays in this collection treat various aspects of civic display and pageantry during the fifteenth and sixteenth centuries. The overwhelming sense one receives is that the solemne pomps were essentially about power -- how to get it, display it, share it and retain it. Each paper demonstrates how, through ceremony and symbol, municipalities sought to fashion their own corporate self-image in order to establish the limits of their authority in relationship to the countervailing powers sur-rounding them. The essays are concerned with the period before the ever widening impact of the Reformation and the intellectual and political revolutions it spawned had reached the level of civic pageantry. In the varied rituals considered here we can see reflected the highly sophisticated minds of their creators using the symbolic landscape of their religious and cultural past in important acts of corporate self-fashioning.

In Rhetorics of Insecurity, Zeynep Gambetti and Marcial Godoy-Anativia bring together a select group of scholars to investigate the societal ramifications of the present-day concern with security in diverse contexts and geographies. The essays claim that discourses and practices of security actually breed insecurity, rather than merely being responses to the latter. By relating the binary of security/insecurity to the binary of neoliberalism/neoconservatism, the contributors to this volume reveal the tensions inherent in the proliferation of individualism and the concurrent deployment of techniques of societal regulation around the globe. Chapters explore the phenomena of indistinction, reversal of terms, ambiguity, and confusion in security discourses. Scholars of diverse backgrounds interpret the paradoxical simultaneity of the suspension and enforcement of the law through a variety of theoretical and ethnographic approaches, and they explore the formation and transformation of forms of belonging and exclusion. Ultimately, the volume as a whole aims to understand one crucial question: whether securitized neoliberalism effectively spells the end of political liberalism as we know it today.

Papua New Guinea is one of the many former British Commonwealth colonies which maintain the criminalisation of the sexual activities of two groups, despite the fact that the sex takes place between consenting adults in private: sellers of sex and males who have sex with males. The English common law system was imposed on the colonies with little regard for the social regulation and belief systems of the colonised, and in most instances, was retained and developed post-Independence, regardless of the infringements of human rights involved. Now the HIV pandemic has thrown a spotlight, not altogether welcome, on the sexual activities of these two groups. In Papua New Guinea, a growing body of behavioural research has focused on such matters as individual sexual partnering, condom use and awareness of HIV. My work, however, has a different purpose. I chose the terms in the title to highlight a nexus which I believe exists between the criminal law and negative attitudes of society. At an international level, the argument has been put that decriminalising sex work and sodomy will facilitate HIV epidemic management, reducing the stigma and discrimination these groups encounter and making them easier to reach. I undertook my research therefore with the aim of gaining deeper understanding of the effects the current situation of criminalisation might have on the social lives of these criminalised people today, in the country generally and in Port Moresby the capital in particular, and whether these effects might provide evidence to support the argument for law reform. This captivating story of the Jewish community in Johnstown, Pennsylvania reveals a pattern of adaptation to American life surprisingly different from that followed by Jewish immigrants to metropolitan areas. Although four-fifths of Jewish immigrants did settle in major cities, another fifth created small-town communities like the one described here by Ewa Morawska. Rather than climbing up the mainstream education and occupational success ladder, the Jewish Johnstowners created in the local economy a tightly knit ethnic entrepreneurial niche and pursued within it their main life goals: achieving a satisfactory standard of living against the recurrent slumps in local mills and coal mines and enjoying the company of their fellow congregants. Rather than secularizing and diversifying their communal life, as did Jewish immigrants to larger cities, they devoted their energies to creating and maintaining an inclusive, multipurpose religious congregation. Morawska begins with an extensive examination of Jewish life in the Eastern European regions from which most of Johnstown's immigrants came, tracing features of culture and social relations that they brought with them to America. After detailing the process by which migration from Eastern Europe occurred, Morawska takes up the social organization of Johnstown, the place of Jews in that social order, the transformation of Jewish social life in the city, and relations between Jews and non-Jews. The resulting work will appeal simultaneously to students of American history, of American social life, of immigration, and of Jewish experience, as well as to the general reader interested in any of these topics.
