Since 2018, the China-US trade dispute has been escalating. Science and technology (S&T) and innovation are not only the underlying areas of trade dispute between the two largest economic powers, but also the critical factors in determining whether China can win this 'trade war'. Notably, after the 'ZTE event' and 'Huawei event', spotlight has been placed on the gap between the two countries in S&T. This book will introduce the competitiveness in S&T (a multifaceted concept) and its evaluation index. This is followed by a comparison of differences in S&T development in China and the United States, in the areas of human resources, financial resources, scientific research, technological innovation and internationalization, based on detailed and authoritative statistical data, as well as in-depth analysis of high-tech industries, such as the equipment manufacturing and information and communications technology.

Technology transfer studies are usually framed through Economics and Management Sciences, but this volume Geography of Technology Transfer in China seeks to reveal the mechanism of technology transfer from the geographical perspective. It not only depicts the spatial evolution laws of glocal technology transfer networks, but also uses regression models to uncover the two-way effects between the networks and innovative capacity. In addition, this book highlights the integration and interaction of networks on both the global and local scales. A theoretical framework on glocal networks of technology transfer is established based on a series of economic geography bases in order to depict the spatial differences and coupling mechanism among multi-scaled networks in China.This book consists of 5 parts and 10 chapters, which illustrate the background, theoretical basis, spatial evolution, dual-way influences, and policy implications of technology transfer in China, presenting a clear structure both theoretically and empirically. The book begins with the 'what', 'why', and 'how' questions behind geographical studies on technology transfer to clarify the purpose of the book and its differentiation from present technology transfer studies. Thereafter, it discusses the 'holy trinity' framework of glocal technology transfer networks consisting of cultural, territorial, and networked subsystems. To this end, the spatial evolution of the technology transfer is highlighted through soical network analysis, which aims at depicting the geographical rules of China's technology transfer networks at global, domestic, and regional scales. Based on these discoveries, the next part of the book further analyzes, through a series of regression models such as ERGM and NBRM, the kinds of determinants which have influenced the network size and how the network has in turn affected local innovation capacity . Lastly, the policy implications connect the findings of empirical studies with the operability of the national innovation system. On the whole, this book extensively covers the theoretical, empirical, and practical applications of the geography of technology transfer in China.

The global implications of China's rise as a global actor In 2005, a senior official in the George W. Bush administration expressed the hope that China would emerge as a “responsible stakeholder” on the world stage. A dozen years later, the Trump administration dramatically shifted course, instead calling China a “strategic competitor” whose actions routinely threaten U.S. interests. Both assessments reflected an underlying truth: China is no longer just a “rising” power. It has emerged as a truly global actor, both economically and militarily. Every day its actions affect nearly every region and every major issue, from climate change to trade, from conflict in troubled lands to competition over rules that will govern the uses of emerging technologies. To better address the implications of China's new status, both for American policy and for the broader international order, Brookings scholars conducted research over the past two years, culminating in a project: Global China: Assessing China's Growing Role in the World. The project is intended to furnish policy makers and the public with hard facts and deep insights for understanding China's regional and global ambitions. Technology is now the defining element of the Trump administration’s self-professed “strategic competition” with China. Washington is highly attuned to the long-term consequences and links between scientific progress, technological adaptation and national power in burgeoning US-China competition. Policymakers are attempting to balance efforts to maintain the open and global foundations of US and allied research and development systems, while deterring those that abuse its accessible and integrated nature. While President Donald Trump has been highly inconsistent on technological issues, Congress and the executive branch have slowly moved forward in executing the 2017 National Security Strategy and protecting what it termed the US National Security Innovation Base. Congress and the Trump administration have embarked on a ponderous — and at times heavy-handed — effort to protect America’s technological advantage across multiple domains and through actions by several branches of government. Congress has expanded the powers of the Committee of Foreign Investment to review non-controlling investments in technology companies. New export controls are being rolled out which feature vastly more expansive definitions of “foundational” and “emerging” technologies, broadening their scope and potential reach. The Department of Justice has launched a major criminal justice campaign labelled the “China Initiative”, with the goal of prosecuting technology theft and enforcing existing regulations in every US state. Draft bills indicate the likely expansion of Congressional reform to halting the flow of US government funds flowing to overseas partners also involved in joint high-tech research and development (R&D) with China, affecting third parties like Australia. Australia will be significantly affected by Washington’s unravelling of the US-China technological relationship, owing to its deep enmeshment with America’s scientific infrastructure. To navigate these changes in the national interest, Canberra must consider the following. Australia will face growing pressure to limit its science and technology interaction with China in critical dual-use fields in order to maintain technological collaboration with the United States in some emerging technologies, and may even be required to adopt restrictive export control policies. Australian research by universities, defence industry, business and government agencies will be seriously impacted by the United States’ expanded export control reform. Canberra should continue to lobby US policymakers on solutions, such as providing exemptions under the National Technology and Industrial Base framework. As the global technological ecosystem becomes more nationalised, securitised and difficult to navigate for industry and governments alike, Australia should implement a national research and development strategy that builds its own technological ‘counterweight.’

An increase in global access to goods and knowledge is transforming world-class science and technology (S&T) by bringing it within the capability of an unprecedented number of global parties who must compete for resources, markets, and talent. In particular, globalization has facilitated the success of formal S&T plans in many developing countries, where traditional limitations can now be overcome through the accumulation and global trade of a wide variety of goods, skills, and knowledge. As a result, centers for technological research and development (R&D) are now globally dispersed, setting the stage for greater uncertainty in the political, economic, and security arenas. These changes will have a potentially enormous impact for the U.S. national security policy, which for the past half century was premised on U.S. economic and technological dominance. As the U.S. monopoly on talent and innovation wanes, arms export regulations and restrictions on visas for foreign S&T workers are becoming less useful as security strategies. The acute level of S&T competition among leading countries in the world today suggests that countries that fail to exploit new technologies or that lose the capability for proprietary use of their own new technologies will find their existing industries uncompetitive or obsolete. The increased access to information has transformed the 1950s' paradigm of "control and isolation" of information for innovation control into the current one of "engagement and partnerships" between innovators for innovation creation. Current and future strategies for S&T development need to be considered in light of these new realities. This book analyzes the S&T strategies of Japan, Brazil, Russia, India, China, and Singapore (JBRICS), six countries that have either undergone or are undergoing remarkable growth in their S&T capabilities for the purpose of identifying unique national features and how they are utilized in the evolving global S&T environment.

To explore what extended competition between the United States and China might entail out to 2050, the authors of this report identified and characterized China’s grand strategy, analyzed its component national strategies (diplomacy, economics, science and technology, and military affairs), and assessed how successful China might be at implementing these over the next three decades.
