Available online: https://pub.norden.org/temanord2023-513/ This report is the second report in a research project examining how to increase labour market participation among vulnerable groups in the Nordic countries. In this report we develop a framework over employment barriers that vulnerable groups face in the nordic countries, based on an extensive targeted literature review. The purpose of the framework is twofold. First, we hope it can be a tool for practitioners to identify and address the broad range of barriers to employment that vulnerable groups potentially face. Second, the framework will be useful in future phases of this project, when we will operationalise and measure the prevalence of the barriers among vulnerable groups in the Nordic countries and analyse relevant and promising policies to help individuals with certain set of barriers.

Numerous challenges exist in respect to integrating work and family institutions and there is remarkable cross-national variation in the ways that societies respond to these concerns with policy. This volume examines these concerns by focusing on cross-national variation in structural/cultural arrangements. Consistent support is found in respect to the prospects of expanding resources for working families both in the opportunity to provide care, as well as to remain integrated in the workforce. However, the studies in this volume offer qualifiers, explaining why some effects are not as strong as might be hoped and why effects are sometimes restricted to particular classifications of workers or families. It is apparent that, when different societies implement similar policies, they do not necessarily do so with the same intended outcomes, and usage is mediated by how policies are received by employers and workers. The chapters in this book speak to the merits of international comparative analysis in identifying the strategies, challenges and benefits of providing resources to workers and their families. This book breaks new ground in gender and politics research by studying the multiple ways in which gender and intersectional equalities shape and are shaped by social partners representing employers and employees in Europe, as well as the relationships between those social partners. Little critical attention has been paid to these organizations, yet, as this volume illustrates, social partners are important actors in relation to gender and other inequalities at the level of both individual European countries and the European Union. The chapters in this volume explore the impact of social partners on (in)equalities in a variety of 21st-century political contexts, taking into account phenomena such as neoliberalisation, austerity, and the COVID-19 crisis. This volume adds a crucial dimension to studies on gender inequalities in the labour market, contributing to research on issues such as domestic work, the gender pay gap, and the persistent undervaluation of women’s labour and feminized reproductive labour, in particular care work. It also represents a significant contribution to the literature on gender equality policy. The book’s focus on social partners provides important insights that help to explain the persistence of gender inequalities and the difficulties of adopting and implementing policies to combat them. Balancing the Commons in Switzerland outlines continuity and change in the management of common-pool resources such as pastures and forests in Switzerland. The book focuses on the differences and similarities between local institutions (rules and regulations) and forms of commoners’ organisations (corporations of citizens and corporations) which have managed common property for several centuries and have shaped the cultural landscapes of Switzerland. At the core of the book are five case studies from the German, French and Italian speaking regions of Switzerland. Beginning in the Late Middle Ages and focusing on the transformative periods in the nineteenth and twentieth centuries, it traces the internal and external political, economic and societal changes and examines what impact these changes had on commoners. It goes beyond the work of Robert Netting and Elinor Ostrom, who discussed Swiss commons as a unique case of robustness, by analysing how local commoners reacted to, but also shaped, changes by adapting and transforming common property institutions. Thus, the volume highlights how institutional changes in the management of the commons at the local level are embedded in the public policies of the respective cantons, and the state, which generates a high heterogeneity and an actual laboratory situation. It shows the power relations and very different routes that local collective organisations and their members have followed in order to cope with the loss of value of the commons and the increased workload for maintaining common property management.
