The war in Kosovo was a turning point: NATO deployed its armed forces in war for the first time, and placed the controversial doctrine of 'humanitarian intervention' squarely in the world's eye. It was an armed intervention for the purpose of implementing Security Council resolutions-but without Security Council authorization.This report tries to answer a number of burning questions, such as why the international community was unable to act earlier and prevent the escalation of the conflict, as well as focusing on the capacity of the United Nations to act as global peacekeeper.The Commission recommends a new status for Kosovo, 'conditional independence', with the goal of lasting peace and security for Kosovo-and for the Balkan region in general. But many of the conslusions may be beneficially applied to conflicts the world-over.

This book provides a sociological account of the events in Bosnia in the 1990s, including ethnic cleansing, mass rape, and the role of political journalists. Drawing upon a diverse group of social theorists, including Merton, Weber, and Baudrillard, Sociology After Bosnia constructs a social understanding of the experiences of people in Bosnia and the response of Western leaders to these experiences. Beyond looking at the social causes of these events, Doubt sheds light on why Bosnia and Kosovo have largely been ignored by sociologists. He shows why the personal and social tragedies of people in Bosnia and Kosovo and the world's tolerance of these tragedies challenge contemporary sociological knowledge. Doubt argues that sociologists must be willing not only to recognize this challenge, but also to respond to it in order to construct meaningfully adequate accounts of war and genocide in a postmodern era. Doing so, he contends, may yield an important and needed reconsideration of the existing body of sociologicial knowledge and a revision of how this knowledge is applied.

This book provides a detailed understanding of how different types of engagements impact upon the reform and EU integration of the Western Balkan region. It examines the influence of Russia, China, Turkey and the UAE in the region and analyses the range of existing links. In contemporary missions, soldiers often face unconventional opponents rather than enemy armies. How do Western soldiers deal with war criminals, rioters, or insurgents? What explains differences in behavior across military organizations in multinational missions? How does military conduct impact local populations? Comparing troops from the United States, Britain, Germany, and Italy at three sites of intervention (Bosnia, Kosovo, and Afghanistan), this book shows that militaries in the field apply idiosyncratic organizational routines. Friesendorf uses the concept of routines to explain, for example, why US soldiers are trigger-happy, why British soldiers patrol on foot, and why German soldiers avoid risk. Despite convergence in military structures and practices, militaries continue to fight differently, often with much autonomy. This bottom-up perspective focuses on different routines at the level of operations and tactics, thus contributing to a better understanding of the implementation of military missions, and highlighting failures of Western militaries to protect civilians.
