This book is a unique and original examination of borders and bordering practices in the Western Balkans prior to, during, and after the migrant "crisis" of the 2010s. Based on extensive, mixed-method, exploratory research in Serbia, Croatia, FYR Macedonia, and Kosovo, the book charts technological and human interventions deployed in this region that simultaneously enable and hinder the mobility projects of border crossers. Within the rich historical context of the Balkan Wars and subsequent displacement of many people from the region and beyond, this book discusses the types and locations of borders as well as their development, transformation, and impact on people on the move. These border crossers fall into three distinct categories: people from the Middle East, Africa, and Asia transiting the region; citizens of the Western Balkans seeking asylum and access to labour markets in the EU; and women border crossers. This book also maps border struggles that follow these processes, analyses the creation of labour "reserves" in the region, and examines the role that technology – in particular smartphones and social media - play in regulating mobility and creating social change. This volume also explores the role of the EU in, and the impact of the aforementioned processes on nation-states of the Western Balkans, their European future, and mobility in the region. Whilst the book focusses on a particular region in Southeast Europe, its findings can be easily applied to other social contexts and settings. It will be particularly useful to academics and postgraduate students studying social sciences such as criminology, sociology, legal studies, law, international relations, political science, and gender studies. It will also be useful for legal practitioners, NGO activists, and government officials.

In the early 1990s, the Western Balkans were the scene of prolonged and bloody inter-ethnic wars. Numerous issues remain unresolved; Bosnia is a dysfunctional state; Kosovo a disputed territory; Macedonia a fragile republic, however, it is hard now to imagine the renewal of inter-state armed conflict. Investigating the causes and mechanisms driving peaceful transformation in the Balkans, this book examines developments in the region and contributes to discussions on security community building. Focusing on how different professional communities work together in the creation of regional peace and security, it sheds new light on how diplomats, policemen, soldiers and others brought about the transformation from conflict to peace through their everyday practices. Conducted collaboratively by a research community based within the region, this volume will be highly relevant to scholars and researchers studying the Balkans, regional security, security communities and policymakers.

The region of South East Europe (SEE), which is home to both NATO and Partnership for Peace (PfP) countries, serves as an important corridor between Europe and the Middle East, North Africa, and the Caucasus. In recent years, however, SEE has also experienced high levels of cross-border, military and defense-related challenges in the form of migration, smuggling, terrorism, and cyber threats. Furthermore, the use of the new information environment (IE) to further extremism in SEE and elsewhere in NATO and PfP countries has had far-reaching command and control (C2) implications for the Alliance. A collaborative interdisciplinary, international and regional approach is clearly needed to adequately assess and address these hybrid threats. This book presents papers delivered at the NATO Science for Peace and Security (SPS) event: “Senior Leadership Roundtable on Military and Defense Aspects of Border Security in South East Europe”, held in Berovo, the Former Yugoslav Republic of Macedonia* from 23-30 September 2017. The aim of this special SPS grant was to maximize opportunities for extensive dialogue and collaboration between senior regional members, and the almost 70 distinguished academic and legal experts, as well as current or former senior-level practitioners from various governments, NATO bodies, and international organization that participated. It was the first SPS event of its kind in SEE as well as the first NATO SPS grant to be co-executed by the U.S. Department of Defense via the U.S. National Defense University. Other co-organizers were the C4I and Cyber Center of Excellence at George Mason University and PfP partner institution, the General Mihailo Apostolski Military Academy – Skopje, Associate Member of the University of Goce Delčev – Stip. The book is divided into five parts: global trends, defining the problem, policy and academic solutions, national and regional case studies, and technological solutions.
