We present an annotated bibliography that provides information on and reference to the literature on outdoor recreation use valuation studies. This information is presented by study source, benefit measures, recreation activity, valuation methodology, and USDA Forest Service region. Tables are provided that reference the bibliography for each activity, enabling easy location of studies. The literature review spans 1967 to 1998 and covers 21 recreation activities plus a category for wilderness recreation. There are 163 individual studies referenced, providing 760 benefit measures. Guidelines are provided for applying the various benefit transfer methods. Benefit transfer is the use of past empirical benefit estimates to assess and analyze current management and policy actions. Several theoretical and empirical issues to applying benefit transfers are identified for use in judging the relevance and credibility of transferring specific measures. Four benefit transfer models are discussed, including value transfers (single point estimates, average values) and function transfers (demand and benefit functions and meta analysis benefit function). A simple example application is followed throughout the discussion of the various benefit transfer methods. A decision tree is provided as a framework for determining how to obtain benefit measures for recreation activities.

This report summarizes more than 30 years of the literature on net economic value of outdoor recreation on public lands. The report provides average net willingness to pay or consumer surplus per day for 30 recreation activities at the national level. Values per day by recreation activity are also presented by census region of the United States. Detailed tables provide the average value per day as well as the standard error for calculating confidence intervals. Guidance for using these values in performing benefit transfer to unstudied sites is also provided. The report provides a link to a Web site where the spreadsheet that underlies the averages calculated in this report is available.

Natural resource professionals are often tasked with weighing the benefits and costs of changes in ecosystem services associated with land management alternatives and decisions. In many cases, federal regulations even require land managers and planners to account for these values explicitly. Outdoor recreation is a key ecosystem service provided by national forests and grasslands, and one of the significant interest to the public. This report presents the most recent update of the Recreation Use Values Database, based on an exhaustive review of economic studies spanning 1958 to 2015 conducted in the United States and Canada, and provides the most up-to-date recreation economic values available. When combined with data pertaining to recreation activities and the quantity of recreation use, the recreation economic values can be used for estimating the economic benefits of outdoor recreation. The recreation economic value estimates provided in this report, whether from past research literature or from values constructed using our meta-analysis benefit function, are average consumer surplus per person per activity day.
