Abstract: This report carries out an evaluation of the activities and functioning of the Baltic Sea Region Testing Ground Facility (TGF). The assignment consists of three tasks: the evaluation of the operations of the TGF, interviews with key stakeholders, and conclusions on the current functioning and results of the TGF and recommendations for further development. The operations and results of TGF were evaluated against TGF's internal policies as well as against external circumstances, the international regulatory framework and the carbon markets have experienced significant changes since the implementation of the TGF
