Maintaining bridges in good condition has extended service life and proven to be more cost effective than allowing degradation to advance, necessitating costlier bridge rehabilitation or replacement projects. Preventive maintenance is therefore an important tool to retard deterioration and sustain the safe operation of bridges. This includes a continuous effort of periodic inspections, condition evaluations and prioritizing repairs accordingly. The above measures define the framework for asset management of bridges. On August 21-22, 2017, bridge engineering experts from around the world convened at the 9th New York City Bridge Conference to discuss issues of construction, design, inspection, monitoring, preservation and rehabilitation of bridge structures. With over 600,000 bridges across the United States averaging 42 years of age, annual Federal repair and rehabilitation costs for fiscal year 2010 were in the region of 7 billion dollars. Following significant public sector investment developing nondestructive evaluation (NDE) and structural health monitoring (SHM) tools for objective condition assessment, a recent workshop supported by the Federal Highway Administration's (FHWA) Exploratory Advanced Research (EAR) Program addressed the use of NDE as an effective and efficient bridge maintenance and asset management tool.

The Iowa DOT currently owns and maintains over 4,000 bridges and culverts on the state highway system. With heightened concern for the condition of these aging structures, methods for assessing and maintaining the structural performance of in-service bridges have become vital to the preservation of Iowa's bridge network. An economical data acquisition system that is portable and can be efficiently used on bridge structures could supplement visual inspections with field-measured values. By pursuing simplicity in the system interface and installation, tests could be completed by persons with limited engineering background. This concept can prevent bridges from being replaced that are thought to be structurally deficient and help estimate bridge condition in the database. This report summarizes a research project for the Iowa Department (Iowa DOT) to develop, implement, and operate an integrated bridge asset management system for the state of Iowa. The system is Pontis, first developed in 1989 and currently used by around 45 transportation agencies, both in the United States and internationally. This system will enable the Iowa DOT to make objective, cost-effective, and timely decisions regarding bridge maintenance, rehabilitation, and replacement.

This study gathers information on current practices that senior managers at transportation agencies use to make network-level decisions on resource allocations for their bridge programs. In particular, the study explores how agency bridge management systems are employed in this process. Information was gathered through a review of literature on U.S. and international bridge management, a survey of U.S. and Canadian transportation agencies, and 15 in-depth interviews with state DOT executive and bridge managers.

Currently, many state transportation system are reaching the end of their service lives due to larger vehicles and increased truck traffic volumes, which can often speed the destruction of bridges and highways. Bridge asset management has been embraced by other Department of Transportation. In the late year 1990, the Texas Department of Transportation (TxDOT) formed two sections to perform bridge management within its bridge division. There are field operations and project development. A Bridge Management System typically estimates two types of costs. There are improvement and agency. Improvement costs are estimated to determine the cost of a maintenance action to improve the condition of an element. The expected user cost savings for safety and serviceability improvements should also be estimated. In Malaysia, the asset management for bridge is not applied yet to all bridges in Malaysia. It was just focus on the big bridge. An effective asset management strategy centers on many key aspects there are treatment strategies, deterioration modeling, cost modeling, future cost and life cycle cost analysis, bridge inspection, budget planning and prioritization, use of Geographic Information System (GIS), training, emergency management planning, and rehabilitation and retrofitting. -Author.
