Lincoln Mitchell tracks the course of events leading up to the recent revolution in the former Soviet republic of Georgia, analyzes the contributing factors, and explores the role of the United States both in contributing to the revolution and in Georgia's failure to live up to its democratic promise.

This book addresses important and under-researched issues such as, the role of young people in democratization processes, the role of new democracies in sharing their transition experience, and the effectiveness of aid. A major theme of the book is democracy assistance efforts by the NGOs from Central and Eastern Europe to support young people in Eastern Europe, the Western Balkans, and Central Asia. It examines this theme in a comparative perspective and with a deeper analysis of reasons and ways to support young people, the need to support them and the effectiveness of these efforts. Bringing together a wide range of material on democracy assistance of Central and Eastern European countries that includes surveying the providers and beneficiaries of aid and looking for better methods of impact evaluation, the book advances a framework for assessing democracy assistance efforts. It concludes with implications of the impact of democracy assistance on young people and democracy diffusion from Central and Eastern European democracies to other countries. What are the political consequences of democratization assistance to regimes transitioning from authoritarian rule? By exploiting the downstream effects of a field experiment designed to encourage citizen monitoring of Georgia's 2008 parliamentary elections, we evaluate the political consequences of one type of democracy promotion aid. The intervention increased citizen activism, but it also had the unanticipated effect of suppressing overall voter turnout by approximately 5%. We hypothesize that the civic education campaign was interpreted as a sign of increased political attention to a selected voting precinct, which suppressed opposition turnout. Two additional experiments provide additional evidence for the hypothesis.

Today a general mood of pessimism surrounds Western efforts to strengthen elections and democracy abroad. If elections are often deeply flawed or even broken in many countries around the world, can anything be done to fix them? To counter the prevailing ethos, Pippa Norris presents new evidence for why programs of international electoral assistance work. She evaluates the effectiveness of several practical remedies, including efforts designed to reform electoral laws, strengthen women's representation, build effective electoral management bodies, promote balanced campaign communications, regulate political money, and improve voter registration. Pippa Norris argues that it would be a tragedy to undermine progress by withdrawing from international engagement. Instead, the international community needs to learn the lessons of what works best to strengthen electoral integrity, to focus activities and resources upon the most effective programs, and to innovate after a quarter century of efforts to strengthen electoral integrity.
