The Asia-Pacific Regional Security Assessment (APRSA) examines key regional security policies and challenges relevant to the proceedings of the IISS Shangri-La Dialogue, Asia’s premier defence summit convened by the International Institute for Strategic Studies (IISS). It is published and launched at the Dialogue and the issues analysed within its covers are central to discussions at the event and beyond. This eleventh edition comes as the APRSA celebrates its first decade. A dozen IISS experts reflect on a decade of change and continuity across major security policies and challenges facing the Asia-Pacific region. Three themes materialise across six chapters: the pressure and constraints surrounding great-power competition, the enduring value of alliances and partnerships and the impact of advanced and emerging technology for regional security dynamics. In addition to the introduction, the APRSA will now feature a special-topic chapter providing a deeper analysis of an enduring security policy and challenge. The other five chapters investigate further key dimensions of the regional security environment, supported by maps, graphs, charts and tables. In 2015, Congress tasked the Department of Defense to commission an independent assessment of U.S. military strategy and force posture in the Asia-Pacific, as well as that of U.S. allies and partners, over the next decade. This CSIS study fulfills that congressional requirement. The authors assess U.S. progress to date and recommend initiatives necessary to protect U.S. interests in the Pacific Command area of responsibility through 2025. Four lines of effort are highlighted: (1) Washington needs to continue aligning Asia strategy within the U.S. government and with allies and partners; (2) U.S. leaders should accelerate efforts to strengthen ally and partner capability, capacity, resilience, and interoperability; (3) the United States should sustain and expand U.S. military presence in the Asia-Pacific region; and (4) the United States should accelerate development of innovative capabilities and concepts for U.S. forces.

From 30 January to 1 February 2019 the Daniel K. Inouye Asia-Pacific Center forSecurity Studies hosted a Department of Defense Regional Center collaborationtitled "China's Global Reach: A Security Assessment." The goal of the workshopwas to leverage expertise and unique perspectives from all five Regional Centersto examine the actions and intentions of the People's Republic of China. To understand how these global activities impact the United States, this analysis was conducted within the context of the PRC's perspective of its own foreign policy, as well as under a state of strategic competition, as referenced in the 2017 National Security Strategy and 2018 National Defense Strategy. The workshopleveraged the insights gained from a broad range of experts to formulate policyrecommendations for defending state interests in the face of growing PRC assertiveness. Thescholarship, insights, and recommendations of the participants are collected in this volumefor the benefit of policy-makers, practitioners,and scholars.

This book offers an analysis of the four central regional security themes relevant to the policy-focussed discussions at the annual IISS Shangri-La Dialogue.
