This book examines the energy resource relations between China and ASEAN countries. Against the background of China's rise and its growing influence in Southeast Asia, will China's quest for energy resource cooperation be viewed as a threat or opportunity by its neighbouring countries? Since the United States, Japan and India are important players in Southeast Asia, does the shifting geopolitics of energy give these big powers a new strategic tool in an intensifying rivalry with China? This book intends to offer an alternative lens for regionalism studies in Southeast Asia. Despite of its widely acknowledged status as one of the most successful regionalism, ASEAN still suffers from numerous obstacles. Yet, in the midst of ASEAN uncertain future trajectories, there is only limited consensus on how to approach ASEAN regionalism. Scholars of ASEAN regionalism tend to use ASEAN identity as the main explanation of cooperation among ASEAN member states. However, this approach suffers from limitations. Emphasis on static, traditional, and all-encompassing identity has made issue-specific cooperation and its internal dynamics neglected. The way issue-specific cooperation alters ASEAN architectures also remains understudied. By shifting attentions to issue-specific cooperation, this book attempts to fully grasp the dynamics of 50 years of ASEAN cooperation. Why could ASEAN member states reach consensus in certain issues—ranging from energy, environment, human rights, disaster management, human security, to infectious disease—albeit ASEAN values such as non-interference and informality? How do these practices of cooperation reshape the idea of ASEAN values? Will the changing practice of issue-specific cooperation spillover to the strengthening of ASEAN regionalism?

The level of outward foreign direct investment (OFDI) flows from ASEAN countries has increased rapidly in past two decades. The aftermath of the global economic breakdown in 2008-9 underscores the risks facing Southeast Asia's growth prospects. Although the region has demonstrated exceptional resilience to external shocks emanating from economic powerhouses around the globe, Southeast Asia is in dire need of an optimal policy mix of macroeconomic and trade policy measures that differ by country, underpin domestic demand, and revive domestic economies. The Association of Southeast Asian Nations (ASEAN) is strategically significant because of its size, dynamism, and role in the Asian economic and security architectures. This paper examines how ASEAN seeks to strengthen these assets through "centrality" in intraregional and external policy decisions. It recommends a two-speed approach toward centrality in order to maximize regional incomes and benefit all member economies: first, selective engagement by ASEAN members in productive external partnerships and, second, vigorous policies to share gains across the region. This strategy has solid underpinnings in the Kemp-Wan theorem on trade agreements. It would warrant, for example, a Trans-Pacific Partnership (TPP) agreement with incomplete ASEAN membership, complemented with policies to extend gains across the region. The United States could support this framework by pursuing deep relations with some ASEAN members, while broadly assisting the region's development.
