Magnificent and Beggar Land is a powerful account of fast-changing dynamics in Angola, an important African state that is a key exporter of oil and diamonds and a growing power on the continent. Based on three years of research and extensive first-hand knowledge of Angola, it documents the rise of a major economy and its insertion in the international system since it emerged in 2002 from one of Africa's longest and deadliest civil wars. The government, backed by a strategic alliance with China and working hand in glove with hundreds of thousands of expatriates, many from the former colonial power, Portugal, has pursued an ambitious agenda of state-led national reconstruction. This has resulted in double-digit growth in Sub-Saharan Africa's third largest economy and a state budget in excess of total western aid to the entire continent. Scarred by a history of slave trading, colonial plunder and war, Angolans now aspire to the building of a decent society. How has the regime, led by President José Eduardo dos Santos since 1979, dealt with these challenges, and can it deliver on popular expectations? Governments fail to provide the public goods needed for development when its leaders knowingly and deliberately ignore sound technical advice or are unable to follow it, despite the best of intentions, because of political constraints. This report focuses on two forces—citizen engagement and transparency—that hold the key to solving government failures by shaping how political markets function. Citizens are not only queueing at voting booths, but are also taking to the streets and using diverse media to pressure, sanction and select the leaders who wield power within government, including by entering as contenders for leadership. This political engagement can function in highly nuanced ways within the same formal institutional context and across the political spectrum, from autocracies to democracies. Unhealthy political engagement, when leaders are selected and sanctioned on the basis of their provision of private benefits rather than public goods, gives rise to government failures. The solutions to these failures lie in fostering healthy political engagement within any institutional context, and not in circumventing or suppressing it. Transparency, which is citizen access to publicly available information about the actions of those in government, and the consequences of these actions, can play a crucial role by nourishing political engagement.

Angola has made enormous progress in the nine years since the end of its civil war. It is today one of Africa's wealthiest nations in terms of natural resources, and it is an emerging regional power in Africa. A key uncertainty is about Dos Santos' succession plans. Given the dominance of the MPLA, a disorderly transition could usher in a short period of uncertainty. This process could begin in 2012, following an inevitable MPLA victory in the legislative elections. More threatening are external shocks, especially a collapse in oil prices, because stability in the near term requires using oil rents to pay for goods, services, and patronage to offset rampant poverty and withstand the strain of a rapidly expanding urbanized population. Urban poverty remains Angola's biggest challenge, and it should be a key focus of U.S. development and governance efforts.

Working the System offers key insights into the politics of the everyday in twenty-first-century dominant party and neo-authoritarian regimes in Africa and elsewhere. Detailing the many ways ordinary Angolans fashion their relationships with the system—an emic notion of their current political and socioeconomic environment—Jon Schubert explores what it means and how it feels to be part of the contemporary Angolan polity. Schubert finds that for many ordinary Angolans, the benefits of the post-conflict "New Angola," flush with oil wealth and in the midst of a construction boom, are few. The majority of the inhabitants of the capital, Luanda, struggle to make ends meet and live on under $2.00 per day. The "New Angola" as promoted by the ruling MPLA, Schubert contends, is an essentially urban, upwardly mobile, and aspirational project, premised on the acceptance of the regime’s political and economic dominance by its citizens. In the first ethnography of Angola to be published since the end of that country’s twenty-seven years of intermittent violent internal conflict in 2002, Schubert traces how Angolans may question and resist the system within an atmosphere of apparent compliance.
