This paper present the results of a comprehensive drought survey in Sindh and Baluchistan provinces of Pakistan, designed to understand the impacts of droughts on the livelihood systems and personal security of the population at the household and village level. It also reviews the role of government agencies and NGOs in providing relief to the drought-affected areas.

Droughts have formed an inseparable part of South Asian history and culture, with tragic consequences for a region that houses the greatest number of the world’s poor. However, this volume challenges the popular conception of drought, which is presented as an absolute shortage-scarcity with respect to an implicit understanding of the sufficiency of water. It highlights the fact that while available water supplies may be a given quantum, droughts are differentially experienced, politically inspired and socially constituted. It emphasises that the relative water scarcity needs to be appreciated, and argues that water scarcity means different things for diverse constituencies of water users. Policy prescriptions based on definitional premises will be flawed, as a misrepresentation of drought as merely water scarcity serves a political agenda. The editors and contributors of this volume critically evaluate the concept of drought, the way it is defined, its origin/derivation, and the purposes/interests it serves. This book is broadly divided into three major sections: the thematic section, country overviews, and case studies. Through these, it attempts to: - Understand the concept of drought. - Map diversity in drought situations across South Asia. - Identify responses to drought. - Outline viable options for more integrated approaches to drought policies and mitigation strategies. - Initiate a process of dialogue on a more comprehensive public policy for drought management. This study, Indus basin of Pakistan: the impacts of climate risks on water and agriculture was undertaken at a pivotal time in the region. The weak summer monsoon in 2009 created drought conditions throughout the country. This followed an already tenuous situation for many rural households faced with high fuel and fertilizer costs and the impacts of rising global food prices. Then catastrophic monsoon flooding in 2010 affected over 20 million people, devastating their housing, infrastructure, and crops. Damages from this single flood event were estimated at US dollar 10 billion, half of which were losses in the agriculture sector. Notwithstanding the debate as to whether these observed extremes are evidence of climate change, an investigation is needed regarding the extent to which the country is resilient to these shocks. It is thus timely, if not critical, to focus on climate risks for water, agriculture, and food security in the Indus basin of Pakistan.

The water policy issues are well- documented in a large set of reports and studies, completed over time showing that the policy prescription and its implementation has been weak in the past as this book reveals. The key reforms initiated were lost due to a lack of government’s will and commitment and more so by pervasive political economy of water. Given this background, each chapter in the book follows a balanced approach in seeking and evaluating alternate solutions to water management issues, especially improvements in water governance and tackling new challenges emerging from the climate change in the short and long term. This approach underpins the importance of moving from the culture of piloting projects to actual implementation on an impact-oriented scale. The book would also highlight that most of the water solutions lie outside the water sector such as agriculture, population, economy, etc. Post COVID-19 policies are exploring new food-health nexus that calls for nature based solutions for our future agriculture growth. The book would show case pioneer work underway in Pakistan on how new policy discourse can reduce water use in agriculture without investing in expensive water technology and infrastructure, thus saving enough water for other competing purposes.
