"In China, illicit drug use is an administrative offense and Chinese law dictates that drug users 'must be rehabilitated.' In reality, police raids on drug users often drive them underground, away from methadone clinics, needle exchange sites, and other proven HIV prevention services. And every year Chinese police send tens of thousands of drug users to mandatory drug treatment centers, often for years, without trial or due process"--P. [4] of cover.

'Economic losses from natural disasters totaled $92 billion in 2015.' Such statements, all too commonplace, assess the severity of disasters by no other measure than the damage inflicted on buildings, infrastructure, and agricultural production. But $1 in losses does not mean the same thing to a rich person that it does to a poor person; the gravity of a $92 billion loss depends on who experiences it. By focusing on aggregate losses—the traditional approach to disaster risk—we restrict our consideration to how disasters affect those wealthy enough to have assets to lose in the first place, and largely ignore the plight of poor people. This report moves beyond asset and production losses and shifts its attention to how natural disasters affect people’s well-being. Disasters are far greater threats to well-being than traditional estimates suggest. This approach provides a more nuanced view of natural disasters than usual reporting, and a perspective that takes fuller account of poor people’s vulnerabilities. Poor people suffer only a fraction of economic losses caused by disasters, but they bear the brunt of their consequences. Understanding the disproportionate vulnerability of poor people also makes the case for setting new intervention priorities to lessen the impact of natural disasters on the world’s poor, such as expanding financial inclusion, disaster risk and health insurance, social protection and adaptive safety nets, contingent finance and reserve funds, and universal access to early warning systems. Efforts to reduce disaster risk and poverty go hand in hand. Because disasters impoverish so many, disaster risk management is inseparable from poverty reduction policy, and vice versa. As climate change magnifies natural hazards, and because protection infrastructure alone cannot eliminate risk, a more resilient population has never been more critical to breaking the cycle of disaster-induced poverty.

First published in 1996, A History of Ukraine quickly became the authoritative account of the evolution of Europe's second largest country. In this fully revised and expanded second edition, Paul Robert Magocsi examines recent developments in the country's history and uses new scholarship in order to expand our conception of the Ukrainian historical narrative. New chapters deal with the Crimean Khanate in the sixteenth and seventeenth centuries, and new research on the pre-historic Trypillians, the Italians of the Crimea and the Black Death, the Karaites, Ottoman and Crimean slavery, Soviet-era ethnic cleansing, and the Orange Revolution is incorporated. Magocsi has also thoroughly updated the many maps that appear throughout. Maintaining his depiction of the multicultural reality of past and present Ukraine, Magocsi has added new information on Ukraine's peoples and discusses Ukraine's diasporas. Comprehensive, innovative, and geared towards teaching, the second edition of A History of Ukraine is ideal for both teachers and students.

The nations of the world seem trapped in a downward spiral characterized by unprecedented levels of political and social unrest, economic stagnation, natural disasters, plagues, famines, and mental distress. As our political leaders, philanthropists, and statesman struggle to find solutions to the myriad crises we face, there is a growing cry from the public to appeal to the rule of law. Many believe the solution to our problems lie in men working together to create, alter or repeal existing regulations, policies and laws in order to create a society and environment that benefits all. After all, it’s what been done for centuries and every era in every country has it’s defining laws that have ostensibly changed the course of history from the Magna Carta to the Affordable Care Act. But is this a tenable solution for these times? A Call to Repent, examines this question and suggests an alternative. In the past, man has always looked to his own ingenuity and intelligence to solve the issues of the day. As the situation with the world continues to deteriorate, and cooperation between opposing parties is undermined by sharp and irreconcilable divisions, we are left to wonder if mankind is indeed able to handle the tidal wave of tumult we are experiencing. It is time to look outside of man’s limited perspective and knowledge to a Greater. It’s time to look…up.
