"An ordinance classifying, regulating and restricting the location of trades and industries and the location of buildings designed for specific uses; regulating and limiting the height and bulk of buildings hereafter erected or altered; regulating and determining the in-area of yards, courts and other spaces within and surrounding such buildings; establishing the boundaries of districts for the said purpose; establishing a board of appeals; providing for changes and amendments; and prescribed penalties for the violation of its provisions." "An ordinance establishing regulations for the subdivision and platting of land; defining certain terms used therein; for the preparation of plats; for the reservation and acceptance of land for public use; for the installation of utilities, roadway pavement, and other essential improvements; establishing procedures for the approval and recording of plats in Normal, Illinois, and in the unincorporated area one and one-half miles beyond the town limits, imposition of penalties for its violations; in accordance with authority vested in the municipality under the provisions of the applicable Statutes of the State of Illinois, be and hereby is adopted as part of the Comprehensive Plan of Normal, Illinois."
