It is not only desirable, there fore, but absolutely necessary, that all should have at hand those models, which the peculiar character of our institutions, the tone of our national thought, and the exigencies of our history, have combined to produce. Foreign orators may serve as examples of style, but the inhabitants of a republic must seek at home for the intellectual results of the government they have chosen, and for the illustration of those principles by which it is to be sustained. If they cannot always find the same refinement of language, or the same elaborateness of thought, which in older countries is the result of heredi tary wealth and more scholastic education, they will discover at least a vigorous and masculine diction, patriotic sentiments, and unflinching independence, the appropriate attendants upon themes for the most part grave, and frequently severe. Excerpt from Miscellaneous Addresses The collected addresses and state papers of Elihu Root, of which this is one of several volumes, cover the period of his service as Secretary of War, as Secretary of State, and as Senator of the United States, during which time, to use his own expression, his only client was his country. The many formal and occasional addresses and speeches, which will be found to be of a remarkably wide range, are followed by his state papers, such as the instructions to the American delegates to the Second Hague Peace Confer ence and other diplomatic notes and documents, prepared by him as Secretary of State in the performance of his duties as an executive officer of the United States. Although the official documents have been kept separate from the other papers, this plan has been slightly modified in the Volume devoted to the military and colonial policy of the United States, which includes those portions of his official reports as Secretary of War throwing light upon his public addresses and his general military policy. The addresses and speeches selected for publication are not arranged chronologically, but are classified in such a way that each volume contains addresses and speeches relating to a general subject and a common purpose. The addresses as president of the American Society of International Law show his treatment of international questions from the theoretical standpoint, and in the light of his experience as Secretary of War and as Secretary of State, unrestrained and uncontrolled by the limitations of official position, whereas his addresses on foreign affairs, delivered while Secretary of State or as United States Senator, discuss these questions under the reserve of official responsibility. He does not believe that the older classics have no message for the coming generation, nor does he believe that the later writings are too new or too poor in quality for the instruction and inspiration of our youth. If a science text-book should present the principles of the gas engine and the aeroplane, why should not a literature text offer equally modern material? Such an innovation has been made in poetry; and the effect of "Poetry of the People" on classes encourages the editor to attempt a similar innovation in prose. This book, therefore, presents four selections from authors who are living at the present time or who have died recently, on subjects of vital importance to Americans of to-day and to-morrow. Carl Schurz's "True Americanism," although the speech was delivered in 1858, nevertheless has present interest because it was far in advance of its time and foreshadowed some principles of twentieth century government. "The New South" brings now the the same appeal that Henry W. Grady carried to the North in 1886 for a better understanding of the South. Excerpt from George Washington and Other American Addresses The following Addresses were given in February and March, 1901, at various Societies and Universi ties of the United States. The occasion of my Visit was an invitation with which I was honoured by the Union League Club of Chicago to deliver the public Address in the Auditorium of that city, on the annual commemoration of the birthday of George Washing ton. My thanks are due to the American Ambas sador in London, who transmitted to me from his friends there this and similar invitations from various Universities, and who adds to his kindness by per mitting me to inscribe his name on this volume. The first two addresses were in substance published in the annual Report of the celebration by the Union League Club of Chicago. The Lecture on the Writ ings of King Alfred was published separately in May last. The other Addresses have not previously been printed.
