This part of the book reviews the state of American airpower biography and autobiography. I have set certain parameters to define the boundaries of my discussion. I discuss biographies and autobiographies, anthologies, and oral histories of military officers who served in senior positions. Thus, although the stories of great aviators like Eddie Rickenbacker, Charles Lindbergh, and Chuck Yeager are important, those men did not command large forces either in combat or in peace; they had only a temporary effect on the development of strategy and doctrine. Similarly excluded are civilian political leaders and industrialists like Stuart Symington and Donald Douglas, even though they played key roles In their own spheres. What follows are the stories, some published, some not of America's greatest military airmen-some told by themselves, others by biographers. The order of presentation is roughly chronological, according to the time during which these men served. The fact that a surprising number of air luminaries do not appear here means that much work remains to be done.

US Air Force Forward Air Controllers (FACs) bridge the gap between air and land power. They operate in the grey area of the battlefield, serving as an aircrew who flies above the battlefield, spots the enemy, and relays targeting information to control close air support attacks by other faster aircraft. Eagles Overhead is the first complete historical survey of the US Air Force FAC program from its origins in World War I to the modern battlefield. Matt Dietz examines their role, status, and performance in every US Air Force air campaign from the Marne in 1918, World War II, Korea, Vietnam, Desert Storm, and finally Mosul in 2017. With the remaking of the post-Vietnam US military, and the impact of those changes on FAC, the Air Force began a steady neglect of the FAC mission from Operation Desert Storm, through the force reductions after the Soviet Union’s collapse, and into the post 9-11 wars in Iraq and Afghanistan. Eagles Overhead asks why FACs have not been heavily used on US battlefields since 2001, despite their warfighting importance. Dietz examines the Air Force FAC’s theoretical, doctrinal, institutional, and historical frameworks to assess if the nature of air warfare has changed so significantly that the concept and utility of the FAC has been left behind. From these examinations, Eagles Overhead draws conclusions about the potential future of Air Force FACs.

Charles Frederick Algernon Portal was born in Hungerford, England, in 1893. One of seven brothers, Portal developed a fierce competitive streak and a steely determination from an early age. Known by all who knew him as ‘Peter’, Portal enlisted in the Army at the outbreak of the First World War as a dispatch rider, being mentioned in General French’s very first dispatch. Portal’s abilities were quickly recognized, and he gained a commission in short order. It was in the air that Portal saw his future, and he subsequently transferred to the Royal Flying Corps, initially as an observer, before training as a pilot. In this latter role, Portal proved a courageous and instinctive leader, garnering the rare accolade of a DSO and Bar for his wartime service. His meteoric rise continued in the inter-war period, and when Hitler’s forces invaded Poland, Portal had already ascended to the Air Force Board. He then took the RAF’s top command post at Bomber Command during the battles of France and Britain, before replacing Cyril Newall as Chief of Air Staff, aged just 47, in October 1940. Charles Portal was, in General Eisenhower’s words, ‘Britain’s greatest wartime leader, including Churchill’. Portal was a strategist, a diplomat and an outstanding leader of the RAF in the Second World War. He built productive and enduring relationships with the most powerful Allied leaders – some of which, including Churchill, Bomber Harris, and Hap Arnold, are explored here. Portal helped direct the UK’s strategy from the darkest days of 1940 through to Allied victory in 1945. He never lost his calm, even under the most extreme pressure, and approached the war with a cool logic that defied the chaos of the day. Despite his enormous achievements, and being showered with post-war accolades, Portal is little known today. His historical anonymity is a reflection of his disinterest in his own legacy. He neither kept wartime diaries, nor penned an egotistical autobiography to cash in on his post-war fame. He retired as he had served, with dignity and humility, traits that made him particularly influential with American allies. As Wing Commander Rich Milburn reveals in this long-overdue second biography, Charles Portal was a hero in every sense; a heroic battlefield leader in one global conflict, and one of the men most directly responsible for Allied victory in a second.

In the pantheon of air power spokesmen, Giulio Douhet holds center stage. His writings, more often cited than perhaps actually read, appear as excerpts and aphorisms in the writings of numerous other air power spokesmen, advocates-and critics. Though a highly controversial figure, the very controversy that surrounds him offers to us a testimonial of the value and depth of his work, and the need for airmen today to become familiar with his thought. The progressive development of air power to the point where, today, it is more correct to refer to aerospace power has not outdated the notions of Douhet in the slightest In fact, in many ways, the kinds of technological capabilities that we enjoy as a global air power provider attest to the breadth of his vision. Douhet, together with Hugh “Boom” Trenchard of Great Britain and William “Billy” Mitchell of the United States, is justly recognized as one of the three great spokesmen of the early air power era. This reprint is offered in the spirit of continuing the dialogue that Douhet himself so perceptively began with the first edition of this book, published in 1921. Readers may well find much that they disagree with in this book, but also much that is of enduring value. The vital necessity of Douhet’s central vision-that command of the air is all important in modern warfare-has been proven throughout the history of wars in this century, from the fighting over the Somme to the air war over Kuwait and Iraq.
