Is ASEAN the foundation of a strong regional community in Southeast Asia? Or is it no more than an instrument used by its members to advance their individual interests? Addressing these questions, Shaun Narine offers a comprehensive political analysis of ASEAN from its creation in 1967 through the events of 2001. Reflecting both the accomplishments and the limitations of the organization, Explaining ASEAN explores issues of regional security, economic stability - and the growing expectations of the international community. Narine's trenchant analysis makes it clear that, unless ASEAN can resolve the problems of inadequate resources and disagreements among the member states, its future as an effective, active international regime is doubtful.

Regional institutions are an increasingly prominent feature of world politics. Their characteristics and performance vary widely: some are highly legalistic and bureaucratic, while others are informal and flexible. They also differ in terms of inclusiveness, decision-making rules and commitment to the non-interference principle. The November 1993 Seattle meetings of APEC ministers and leaders marked a turning point for the APEC forum.APEC: Challenges and Opportunities is the result of the First APEC Roundtable held in June 1994 to analyze the issues involved and explore the future direction of APEC. Two papers provide the background for the analysis of APEC economic relations and the co-operation agenda, one examining security issues in the region and the other, the economic dynamism of East Asia. The next set of papers trace the evolution of the concept of Asia-Pacific economic co-operation, examine the APEC process and structure as well as differences in American and Asia approaches, and explore the likely institutional structure and appropriate agenda for APEC.
