This book discusses the systematic expansion of the United States Africa Command (AFRICOM) across the continent of Africa. This book posits that AFRICOM expansion in Africa is part of a broader system of accumulation based on a government-business-media (GBM) complex. Applying the concept at both structural and descriptive levels, the GBM complex is a function of the synergy between the state's quest for power, businesses' need for expansion, and the informational and hegemonic functions of media actors. The United States' GBM complex in Africa is supported-and in some locations spearheaded-by its military, with dispossessing effects on local actors. Drawing from African case studies, analytical accounts and empirical case studies, this book explores AFRICOM's role within this broader strategy. The volume maps both the methods and the scope of this expansion, as well as local resistance to this process, and comprises perspectives from the five regions of Africa, key sub-regional organizations and voices from Africa's regional hegemons. After the end of the Cold War and a failed mission in Somalia, the US decided to wash its hands of major military operations in Africa. Within the past few years, however, strategic interests in the region have grown, based largely on the threat of international terrorist group activities there. In 2007, the Bush Administration created a new military presence in Africa, AFRICOM (United States Africa Command), professed to be based not on occupying military or fixed bases, but rather on capacity building for and collaboration with African security forces. Some see AFRICOM as the answer to an African security system crippled by a lack of resources, widespread politicization and institutional weakness. Others claim the program is nothing more than a characteristic attempt by the US to secure its own interests in the region without regard to the actual needs of Africans. Clara Usiskin has spent eight years investigating the 'War on Terror' and its effects in the East and Horn of Africa, documenting hundreds of cases of rendition, secret detention and targeted killings. Her book sets out the historical background to today's covert war, including the early Somali jihads and British repression in colonial Kenya, through to the 1998 US Embassy Bombings in Nairobi and Dar es Salaam, and President Clinton's early rendition programme. America's Covert War in East Africa then looks at the US Military's new Africa Command, with its emphasis on counterterrorism, alongside increasing use of targeted killings by security forces in the region, and continued renditions and secret detention. Finally, Usiskin investigates the shorter and longer term consequences of such intensive militarisation, and the proliferation of surveillance and other technologies of control in East Africa and its surrounding waters, focussing in particular on their impact on vulnerable ethnic and religious groups in a highly volatile region.

This book examines the role of the African Union in relation to African agency in international politics. It examines the manner and extent to which the African Union exercises two forms of agency—shirking and slippage—in its strategic and collaborative partnerships. The author focuses on four major AU partnerships with the European Union, NATO, the United Nations and US AFRICOM. The books examines African agency in each partnership by exploring the politics and dynamics of each partnership in different aspects: the multilevel engagement, institutionalization, resource contribution and disbursement, as well as preference linkage. It specifically does that by examining African ownership and leadership in all of these aspects. The book highlights the role of agency slack as a survival strategy to escape from the AU’s subaltern position in international politics. It designates the partnership with the European Union as emblematic of African agency; while the others exhibit different forms of agency slack. Partnerships with NATO and the United Nations exhibit shirking, while that with the US AFRICOM exhibits slippage.

As the so-called Arab Spring has slid into political uncertainty, lingering insecurity and civil conflict, European and American initial enthusiasm for anti-authoritarian protests has given way to growing concerns that revolutionary turmoil in North Africa may in fact have exposed the West to new risks. Critical in cementing this conviction has been the realisation that developments originated from Arab Mediterranean countries and spread to the Sahel have now such a potential to affect Western security and interests as to warrant even military intervention, as France’s operation in Mali attests. EU and US involvement in fighting piracy off the Horn of Africa had already laid bare the nexus between their security interests and protracted crises in sub-Saharan Africa. But the new centrality acquired by the Sahel after the Arab uprisings – particularly after Libya’s civil war – has elevated this nexus to a new, larger dimension. The centre of gravity of Europe’s security may be swinging to Africa, encompassing a wide portion of the continental landmass extending south of Mediterranean coastal states. The recrudescence of the terrorist threat from Mali to Algeria might pave the way to an American pivot to Africa, thus requiring fresh thinking on how the European Union and the United States can better collaborate with each other and with relevant regional actors.
