The revival of economic growth in Sub-Saharan Africa is all the more welcome for having followed one of the worst economic disasters—a quarter century of economic malaise for most of the region—since the industrial revolution. Six of the world's fastest-growing economies in the first decade of this century were African. Yet only in Ethiopia and Rwanda was growth not based on resources and the rising price of oil. Deindustrialization has yet to be reversed, and progress toward creating a modern economy remains limited. This book explores the vital role that active government policies can play in transforming African economies. Such policies pertain not just to industry. They traverse all economic sectors, including finance, information technology, and agriculture. These packages of learning, industrial, and technology (LIT) policies aim to bring vigorous and lasting growth to the region. This collection features case studies of LIT policies in action in many parts of the world, examining their risks and rewards and what they mean for Sub-Saharan Africa.

Africa’s Development Dynamics uses lessons learned in the continent’s five regions – Central, East, North, Southern and West Africa – to develop policy recommendations and share good practices. Drawing on the most recent statistics, this analysis of development dynamics attempts to help African leaders reach the targets of the African Union’s Agenda 2063 at all levels: continental, regional, national and local.

This book addresses a fundamental developmental challenge for Africa: given all that we know about pertinent issues, what should be done to ensure effective development in Africa? The changing imperatives of international development, the reform of international finance institutions and the growth-development nexus debates as well as varied implications for Africa emanating from global economic crises are critical if Africa’s development is to be better understood. Undoubtedly, revisiting the origins, contexts, complexities and contradictions of the lopsided global order and their effects on development and implications for Africa’s development is necessary. Contributions emphasise the need to radically transform global relations and to accelerate the pursuit of our quest for inclusive development in Africa; acknowledging that we must further problematise Africa’s development in the context of the obtaining global power dynamics and systematically examine the implications of the global economic crises for women as well as for land and agrarian reforms. Debates on African development continue to downplay the achievement of the continent: economic achievements are diminished and the perception of a conflict prone continent continues. Many of the policy prescriptions externally imposed on African countries have done little to transform the continent largely because they have been conceived and applied without context. Using literature from diverse origins, this book expands our knowledge about Africa and makes practical suggestions as to how successful development in a complex, yet dynamic continent can be achieved. Sub-Saharan Africa is vastly diverse, and the 49 countries of the region range significantly in terms of population, size and economic scale. The region also differs in topography, climate, history, culture, languages and political systems. Given this vast diversity, it is, accordingly, difficult to draw general conclusions about the continent’s economic performance as a whole. Additionally, the lack of current statistics for several countries makes it difficult to make accurate assessments of economic conditions. Nevertheless, some broad comparisons can be made: of the world’s developing areas, sub-Saharan Africa has the worst record in virtually all of the most important social and economic indicators: the region has the lowest gross national income per head, the lowest life expectancy at birth, the lowest youth literacy rate, the highest rate of adult HIV infection and the highest number of children not living past five years of age. This volume begins by examining recent economic developments and trends. It then looks at the major economic constraints the region has faced in recent years, breaking down those constraints as either ‘external’ (e.g. terms of trade) over which the individual countries have but limited control, or ‘internal’ (e.g. governance and economic policy), over which there is more control. The book concludes by arguing that, despite the notable challenges cited above, sub-Saharan Africa is poised for a transformation, based on closer regional economic co-operation, a growing middle class, increased demand for locally produced goods and services, and a young population.
