This is the seventh annual report submitted pursuant to section 203 of the Ports and Waterways Safety Act of 1972. This Act was amended by the Port and Tanker Safety Act of 1978 enacted October 17, 1978 (Public Law 95-474). Future annual reports to Congress will be in accordance with this amendment.

Describes reports required of executive branch agencies by the Congress on a recurring basis.

"Legislative proposals to prevent tanker accidents and better protect the environment; to review some of the numerous and complex technical operational, and economic factors in comprehensive safety programs".
