Since the 1980s there has been a steady shift from West to East in the international system, economically, politically and culturally. Emerging markets in Asia have moved up the value chain of industrial production processes, while the share of Western industrialized countries in global gross domestic product has declined. Countries such as China and India are asserting themselves in security matters and seeking new avenues for investment flows and development co-operation. China’s expected shift from export-led growth to domestic consumption might further change patterns of trade and capital flows, and it is an open debate whether the growth dynamics of India might outstrip those of China. While the rise of China and other Asian powers has been studied extensively, much less work has been done on how Africa and Latin America position themselves in this process. What will the role be of Africa and Latin America in the ‘Asian Century’ and associated reconfigurations of global value chains? Will these regions be able to assert themselves and find a voice of their own? Will they manage to develop industries of their own and diversify trade relations? Will they launch new ways of regional south-south co-operation? What is the role of migrant communities and cultural exchange? This book explores how cities are shaped by the lived experiences of inhabitants and examines the ways they develop strategies to cope with daily and unexpected challenges. In the 1970s and following on from the deposition of Salvador Allende, the Chilean dictatorship of Augusto Pinochet installed a radical political and economic system by force which lent heavy privilege to free market capitalism, reduced the power of the state to its minimum and actively suppressed civil society. Chicago economist Milton Friedman was heavily involved in developing this model, and it would be hard to think of a clearer case where ideology has shaped a country over such a long period. That ideology is still very much with us today and has come to be defined as neoliberalism. This book charts the process as it developed in the Chilean capital Santiago and involves a series of case studies and reflections on the city as a neoliberal construct. The variegated, technocratic and post-authoritarian aspects of the neoliberal turn in Chile serve as a cultural and political milieu. This book compares two urban regeneration models, namely piecemeal and comprehensive redevelopments. Tehran, like many cities in the developing world, on the one hand faces extensive deterioration in its inner-city neighbourhoods and on the other hand, faces rapid population growth. Urban regeneration is adapted as a policy that not only accommodates urban growth within the city boundaries, but also tackles the deterioration problems. This book tries to understand how these two redevelopment models operate in run-down neighbourhoods of Tehran, with a specific focus on developers’ behaviour regarding these two models. Two neighbourhoods that have undergone redevelopments in Tehran, one piecemeal and one comprehensive, are chosen as case studies. Utilising institutional analysis as a qualitative methodological approach, this book improves our understanding of the process of built environment production, as well as the role of developers and state in the development process. The book demonstrates that the development decision-making cannot be solely understood as the result of economic rationality, as it occurs within institutional contexts structured by dynamic needs and concerns of actors. In advancing institutional analysis, the research demonstrates the different approaches taken by developers, development organisations and planners as they engaged differently with the wider structures set by the government through different policies.
