CIPANP 2009 explores areas of common interest between nuclear physicists, high energy (particle) physicists and astrophysicists. These areas range from studies of the strong interactions that bind nuclei together to physics of the very early Universe and include such topics as neutrinos, hadron physics, spin physics, heavy ion physics, QCD and heavy flavor physics. The Conference papers include descriptions of searches for "new physics", phenomena that cannot be accounted for by current theories.

This proceedings contains up-to-date reviews on heavy ion physics CP violation, effective lagrangians, experimental techniques, charm hadron production, the physics of electron-proton collisions, and Tevatron physics. A number of short seminars give an overview of the state of the art in particle physics reaching from experimental to phenomenological and theoretical physics.

The First Latin American Symposium on High Energy Physics and VII Mexican School of Particles and Fields brought together experts, recognized worldwide, who offered courses and plenary lectures of wide interest to students and researchers. Participants also took an active part by presenting research seminars on their work.
