This new Handbook examines the issues, challenges, and debates surrounding the problem of security in Africa. Africa is home to most of the world's current conflicts, and security is a key issue. However, African security can only be understood by employing different levels of analysis: the individual (human security), the state (national/state security), and the region (regional/international security). Each of these levels provides analytical tools for understanding what could be called the "African security predicament" and these debates are animated by the "new security" issues: immigration, small arms transfers, gangs and domestic crime, HIV/AIDS, transnational crime, poverty, and environmental degradation. African security therefore not only presents concrete challenges for international security but provides a real-world context for challenging conventional conceptions of security. Drawing together contributions from a wide range of key thinkers in the field, the Routledge Handbook of African Security engages with these debates, and is organized into four parts: Part I: The African security predicament in the twenty-first century; Part II: Understanding conflict in Africa; Part III: Regionalism and Africa; Part IV: External influences. This Handbook will be of great interest to students of African politics, human security, global security, war and conflict studies, peacebuilding, and IR in general.

The privatization of security understood as both the top-down decision to outsource military and security-related tasks to private firms and the bottom-up activities of armed non-state actors such as rebel opposition groups, insurgents, militias, and warlord factions has implications for the state's monopoly on the legitimate use of force. Both top-down and bottom-up privatization have significant consequences for effective, democratically accountable security sector governance as well as on opportunities for security sector reform across a range of different reform contexts. This volume situates security privatization within a broader policy framework, considers several relevant national and regional contexts, and analyzes different modes of regulation and control relating to a phenomenon with deep historical roots but also strong links to more recent trends of globalization and transnationalization. In Liberia and Sierra Leone, strategies to reform and reconstruct the security sector have centred on re-establishing the state's monopoly on the use of force. However, little attention is given to the array of non-state actors that often play a major role in how individuals and communities experience security. Rebuilding the Security Sector in Post-Conflict Societies: Perceptions from Urban Liberia and Sierra Leone seek to address this gap by applying a human security approach to security provision across these two contexts. A key point of departure is that in the long run there can be no alternative within post-conflict societies to a locally owned security sector. Operationalising the concept of local ownership means that internationally-supported security sector reform (SSR) activities need to reflect these local realities. As explored within this study, fostering synergies between state and non-state security actors may therefore offer an important avenue to support more sustainable, legitimate SSR efforts. Judy Smith-H�¶hn is a senior researcher at the Institute for Security Studies in Pretoria, South Africa. Prior to her present position she was a research fellow at the GIGA Institute of African Affairs in Hamburg, Germany and later a senior researcher at the Centre for Conflict Resolution in Cape Town in South Africa. Her thematic emphases lie in the areas of violent conflict and its prevention, and security sector reform within a regional focus on Liberia, Sierra Leone, Zambia and Zimbabwe. She has published nationally and internationally on topics ranging from security sector reform and postconflict peacebuilding to democratic transformation in South Africa. She holds a PhD from the University of Leipzig, Germany, and a Diplom (masters degree) in Political Science from the University of Hamburg, Germany.

This open access volume addresses the role of external actors in social protection in the Global South, from the Second World War until today, analysing the influence of colonial powers, superpowers during the Cold War and contemporary donor agencies. Following an introduction to the analysis of external actors in social policy making in the Global South, the contributions explore which external actors were dominant in the decades after World War II, and how they shaped early and contemporary social protection making in developing countries. The latter half of the collection elucidates important players in the contemporary transnational social policy arena, such as donor organizations and international organizations, and critically evaluates the potential for and limits of the explanatory power of external actors in social protection making in the Global South, considering the relative contribution of external and domestic influences. By examining how transnational relationships and external actors have influenced the formation, development and transformation of social policies in the developing world, this collection will be an invaluable resource for scholars interested in social protection in the Global South from a range of disciplines. These include political science, social policy, and sociology, as well as historians of the welfare state, international relations scholars and scholars working on global and transnational social policy and development policy.
