"The special housing needs of the aged were first recognized by Congress in the 1956 Housing Act. It authorized units specifically designed for those over 65, whether married or single. This may be said to have stemmed from the housing recommendations of the National Conference on Aging held in 1950. The 1959 Housing Act established the section 202 direct loan program for housing for those over 62, including related facilities as mentioned above, as well as the section 231 loan program. Except for the section 202 program, programs of housing for the elderly administered by the Department of Housing and Urban Development have not allowed for the inclusion of communal dining rooms, medical or other clinics, or recreational facilities as part of this housing"--Page 1.
