Managing Small-Scale Fisheries: Alternative directions and methods

This book offers a comprehensive account of the status and dynamics of people participating in the small-scale fisheries (SSF) of Europe. It covers the situation of SSF in 25 coastal countries, thereby providing a portrait of almost every coastal country on the continent and analyzing the recent evolution of the sector. Small-scale fisheries are argued to be extremely important in Europe, as they provide employment and welfare, while increasing food sovereignty and maintaining communities in coastal areas. The recent worldwide focus on SSF derives from their environmental sustainability, which distinguishes many of their activities from those of large-scale fisheries. This book analyses the diversity of SSF and shows how fishing communities have sometimes developed successful governing models, demonstrating social and economic resilience. While the book emphasizes the strengths of SSF and the synergies that occur with other marine sectors, it also presents cases of failure, in which collective action and policy have actually contributed to a weakening of the sector. In this context, the book shows how governmental policies toward SSF vary considerably from country to country, in a way that is not entirely consistent with European policies.

The review of the common fisheries policy, especially in the light of the need to re-examine the derogation which reserves access to the inshore zone to coastal state vessels, provides an opportunity to redress the balance. With contributions from leading authorities on fisheries management, the book takes an in-depth look at seven European countries, examining the basis for the definition of inshore fisheries, evaluating their status, and describing the salient characteristics of their management. The national studies form the basis for cross-cultural analyses of the social organisation, cultural norms, economic objectives, and institutional structures of inshore fisheries in Europe. Finally, a number of key issues relating to the future of inshore fisheries management in a more integrated approach are examined. In Asia, the fisheries sector is important in terms of food security, livelihoods and foreign exchange earnings. However, as in many parts of the world, there are signs that capture fisheries are fully exploited or overfished. Management of fisheries in the region is often hampered by lack of information on the status of fisheries in terms of biological, social, economic, policy and governance aspects. This regional project documents an alarming decline on coastal fishery resources, based on historic research surveys in South and Southeast Asia. Socio-economic analyses and policy reviews highlight the importance of the fisheries sector but also the challenges facing it. Potential interventions to improve fisheries management in the countries are outlined and defined with environmental, socioeconomic and institutional objectives.
