The administrative state is a powerful tool because it can control the population and, in moments of crisis, help leaders put down popular threats to their rule. But a state does not act; bureaucrats work through the state to carry out a leader's demands. In turn, leaders attempt to use their authority over the state to manage bureaucrats in a way that induces bureaucratic behavior that furthers their policy and political goals. Focusing on Kenya since independence, Hassan weaves together micro-level personnel data, rich archival records, and interviews to show how the country's different leaders have strategically managed, and in effect weaponized, the public sector. This nuanced analysis shows how even states categorized as weak have proven capable of helping their leader stay in power. With engaging evidence and compelling theory, Regime Threats and State Solutions will interest political scientists and scholars studying authoritarian regimes, African politics, state bureaucracy, and political violence.

The relationship between development and democratization remains one of the most compelling topics of research in political science, yet many aspects of authoritarian regime behavior remain unexplained. This book explores how different types of governments take action to shape the course of economic development, focusing on agriculture, a sector that is of crucial importance in the developing world. It explains variation in agricultural and food policy across regime type, who the winners and losers of these policies are, and whether they influence the stability of authoritarian governments. The book pushes us to think differently about the process linking economic development to political change, and to consider growth as an inherently politicized process rather than an exogenous driver of moves towards democracy.

In most regions of the world, federalism (territorial autonomy) is used as a successful institutional means of dispersing political power and accommodating ethnic, religious, and cultural diversity. The Middle East is an exception. Aside from the anomalous case of the U.A.E and Iraq's troubled experiment with federalism, Middle Eastern regimes have largely resisted efforts to decentralize political power. As a result, the norm in the region has been highly centralized, unitary systems that have, more often than not, paved the way for authoritarian rule or played witness to serious internal fragmentation and conflict divided along ethnic or religious lines.Federal Solutions for Fragile States in the Middle East makes an argument for the implementation of federalism in the post-conflict states of the Middle East. The argument operates on two levels: the theoretical and the practical. The theoretical case for federalism is backed by empirical evidence, but to accurately evaluate the practical and logistical feasibility of its implementation in any given case requires detailed knowledge of 'real world' political realities. The book's focus is on four post-conflict states — Iraq, Syria, Yemen, and Libya — though the arguments advanced within have broad regional applicability.

This book develops the idea that since decolonisation, regional patterns of security have become more prominent in international politics. The authors combine an operational theory of regional security with an empirical application across the whole of the international system. Individual chapters cover Africa, the Balkans, CIS Europe, East Asia, EU Europe, the Middle East, North America, South America, and South Asia. The main focus is on the post-Cold War period, but the history of each regional security complex is traced back to its beginnings. By relating the regional dynamics of security to current debates about the global power structure, the authors unfold a distinctive interpretation of post-Cold War international security, avoiding both the extreme oversimplifications of the unipolar view, and the extreme deterritorialisations of many globalist visions of a new world disorder. Their framework brings out the radical diversity of security dynamics in different parts of the world.
