This DEIS has been prepared in accordance with the National Environmental Policy Act (NEPA); the Council on Environmental Quality Regulations on Implementing NEPA Procedures (40 CFR 1500-1508); OPNAVINST 5090. 1B; and the Defense Base Closure and Realignment Act of 1990 (Title XXIX of P.L. 101-510) as amended by PL 102-190 and P.L. 102A84.
