At the latest since 9/11 the phenomenon of the «asymmetry» or, more common, the «asymmetric warfare» has become a subject within International Relations. So, highly unequal parties face each other in asymmetric warfare, with one of them trying to inflict major damage on the other by making only a minor effort. Since the time when interstate wars started to disappear, the traditional ideas of wars have become useless and obsolete as a basis for political decision-making. For several years policy-makers, officials, and writers on defence and foreign policy have employed the terms «asymmetric» or «asymmetry» to characterize everything from the nature of the threats we face to the nature of war and beyond. Labelling current and future threats as «asymmetric» diminishes our understanding of the threat environment. In the age of globalization, of new threats, new and even revolutionary technologies, and new forms of military operations, the requirement for clear thinking increases commensurately. Authors from four continents will follow this new way of thinking.

The paper sets out two views of the facts about the effects of globalization on world poverty and inequality. The bottom line: globalization is not the cause, but neither is it the solution to world poverty and inequality. The paper then explores why and how the global economy is stacked against the poor, making globalization asymmetric, at least up to now. It concludes with some ideas about a new agenda of good global politics, an agenda to shape a future global economy and society that is less poor and less unequal - not only because it is more global and competitive, but also because it is more fair and more politically representative.

The achievements and legacy of the Wolfensohn Center for Development at Brookings The Imperative of Development highlights the research and policy analysis produced by the Wolfensohn Center for Development at Brookings. The Center, which operated from 2006 to 2011, was the first home at Brookings for research on international development. It sought to help identify effective solutions to key development challenges in order to create a more prosperous and stable world. Founded by James and Elaine Wolfensohn, the Center's mission was to "to create knowledge that leads to action with real, scaled-up, and lasting development impact." This volume reviews the Center's achievements and lasting legacy, combining highlights of its most important research with new essays that examine the context and impact of that research. Six primary research streams of the Wolfensohn Center's work are highlighted in The Imperative of Development: the shifting structure of the world economy in the twenty-first century; the challenge of scaling up the impact of development interventions; the effectiveness of development assistance; how to promote economic and social inclusion for Middle Eastern youth; the case for investing in early child development; and the need for global governance reform. In each chapter, a scholar associated with the particular research topic provides an overview of the issue and its broader context, then describes the Center's work on the topic and the subsequent influence and impact of these efforts. The Imperative of Development chronicles the growth and expansion of the first center for development research in Brookings's 100-year history and traces how the seeds of this initiative continue to bear fruit.

Globalization and Development draws upon the experiences of the Latin American and Caribbean region to provide a multidimensional assessment of the globalization process from the perspective of developing countries.
