Human Capital and Institutions is concerned with human capital in its many dimensions and brings to the fore the role of political, social, and economic institutions in human capital formation and economic growth. This book aims to define comparative economics and to illustrate the breadth and depth of its contribution. It starts with an historiography of the field, arguing for a continued legacy of comparative economic systems, which compared socialism and capitalism, a field which some argued should have been replaced by institutional economics after the fall of the Berlin Wall. The process of transition to market capitalism is reviewed, and itself exemplifies a new combination of comparative analysis with a focus on institutional development. Going beyond, chapters broadening the application of comparative analysis and applying it to new issues and approaches, including the role and definition of institutions, subjective wellbeing, inequality, populism, demography, and novel methodologies. Overall, comparative economics has evolved in the past 30 years, and remains a powerful approach for analyzing important issues.

In 2021, the Indonesia economy has bounced back to almost at the condition before the COVID-19 pandemic. Confdence, in general, has been strong among Indonesians with the aim to rebuild the country better. Macroeconomic research on human capital - the stock of human capabilities and knowledge - has been extensively published but to date the literature has lacked a comprehensive analysis of human capital within the organization. The Oxford Handbook of Human Capital has been designed to fill that gap, providing an authoritative, inter-disciplinary, and up to date survey of relevant concepts, research areas, and applications. Specially commissioned contributions from over 40 authors reveal the importance of human capital for contemporary organizations, exploring its conceptual underpinnings, relevance to theories of the firm, implications for organizational effectiveness, interdependencies with other resources, and role in the future economy. In this paper we revisit the relationship between institutions, human capital and development. We argue that empirical models that treat institutions and human capital as exogenous are misspecified both because of the usual omitted variable bias problems and because of differential measurement error in these variables, and that this misspecification is at the root of the very large returns of human capital, about 4 to 5 times greater than that implied by micro (Mincerian) estimates, found in some of the previous literature. Using cross-country and cross-regional regressions, we show that when we focus on historically-determined differences in human capital and control for the effect of institutions, the impact of institutions on long-run development is robust, while the estimates of the effect of human capital are much diminished and become consistent with micro estimates. Using historical and cross-country regression evidence, we also show that there is no support for the view that differences in the human capital endowments of early European colonists have been a major factor in the subsequent institutional development of these polities. A diverse array of factors may influence both earnings and consumption; however, this work primarily focuses on the impact of investments in human capital upon an individual's potential earnings and psychic income. For this study, investments in human capital include such factors as educational level, on-the-job skills training, health care, migration, and consideration of issues regarding regional prices and income. Taking into account varying cultures and political regimes, the research indicates that economic earnings tend to be positively correlated to education and skill level. Additionally, studies indicate an inverse correlation between education and unemployment. Presents a theoretical overview of the types of human capital and the impact of investment in human capital on earnings and rates of return. Then utilizes empirical data and research to analyze the theoretical issues related to investment in human capital, specifically formal education. Considered are such issues as costs and returns of investments, and social and private gains of individuals. The research compares and contrasts these factors based upon both education and skill level. Areas of future research are identified, including further analysis of issues regarding social gains and differing levels of success across different regions and countries. (AKP).

Empirical growth literature reveals that human capital and institutional quality influence economic growth positively. A large share of these literatures', however, debated on the comparative importance that these variables have in explaining growth difference of nations. Given that the debate has remained unresolved, though, this paper intended to examine whether or not the effect of human capital on growth depends on country-level institutional quality. The paper also investigates whether the income level of countries affects the impact of human capital on economic growth at different levels of institutional quality. This study used the dynamic system Generalized Method of Moments (GMM) estimation method to account for the problem of a small sample, omitted variables, and endogeneity. The marginal contribution of each variable examined to clearly understand the effect of the variables. As a result, the analysis helps policymakers in developing countries to design better model to impact the economic growth of the countries.
