Outlined how the public will be informed and involved in the remedial investigation and feasibility study of the former Camp Ellis Military Reserve. Community concerns and outlining activities to encourage community involvement, feedback, answering questions and promoting understanding, addressing the potential safety hazards to the public and possible environmental contamination was discussed. The history and installation background of Camp Ellis, the community background, and outlines the goals of the Public Involvement Program was outlined.

Objective of this project is a work plan that addresses all environmental concerns at the former Camp Ellis Military Reserve. Remedial investigation (RI) will perform the necessary field activities to characterize the nature and extent of munitions and explosives of concern, munitions constituents and hazardous, toxic, or radioactive waste (HTRW)-related contamination. Feasibility study (FS) will evaluate appropriate remedial alternatives to reduce or eliminate the hazard, and consider land use controls.

Illinois EPA agrees with the preferred alternatives identified in the Draft Final Proposed Plan for the Camp Ellis Military Reservation (CEMR).

"This Community Relations Plan (CRP) serves to affirm that USACE will use the activities outlined in this document to ensure that the community is continuously informed about, and provided opportunities to be involved in, the environmental restoration process at the site. As used in this CRP, the term "the public" includes any individuals, organizations, or governmental unit that might be affected by or interested in the results of the former CEMR Remedial Action. The public can include federal, regional, state, local, Native American governmental entities and officials, public and private organizations, and individuals.
