Seminar paper from the year 2020 in the subject Politics - Topic: Social Policy, grade: 1,3, , language: English, abstract: Affordable housing is a hot topic in today’s realm of public policy debates. Public unwillingness to accept ever increasing rent burdens is growing, especially in the metropolitan centers, giving rise to new social movements demanding and claiming their ‘right to the city’. The analysis at hand is aimed at comparing the German housing policy with policy alternatives from Austria and Denmark with regards to their effectiveness and efficiency in promoting the goal of affordable housing.

All countries aim to improve housing conditions for their citizens but many have been forced by the financial crisis to reduce government expenditure. Social housing is at the crux of this tension. Policy-makers, practitioners and academics want to know how other systems work and are looking for something written in clear English, where there is a depth of understanding of the literature in other languages and direct contributions from country experts across the continent. Social Housing in Europe combines a comparative overview of European social housing written by scholars with in-depth chapters written by international housing experts. The countries covered include Austria, Denmark, England, France, Germany, Hungary, Ireland, The Netherlands and Sweden, with a further chapter devoted to CEE countries other than Hungary. The book provides an up-to-date international comparison of social housing policy and practice. It offers an analysis of how the social housing system currently works in each country, supported by relevant statistics. It identifies European trends in the sector, and opportunities for innovation and improvement. These country-specific chapters are accompanied by topical thematic chapters dealing with subjects such as the role of social housing in urban regeneration, the privatisation of social housing, financing models, and the impact of European Union state aid regulations on the definitions and financing of social housing.

Many European economies have faced pressure from rental housing affordability that has widened social and economic divergence. While significant country and regional differences exist, this departmental paper finds that in many advanced European economies a large and rising share of low-income renters, the young, and those living in cities is overburdened. In several locations, middle-income groups also increasingly face rental affordability issues.

For many years countries have taken advantage of one another's experiences in formulating social policies and even in designing specific interventions. Often such transfers have occurred on a fairly casual level; sometimes greater rigor has been present. In either case, the goal has been to learn from previous experience-at least to avoid repeating the mistakes of the past. In light of the promise that such intercountry transfers hold, it is somewhat surprising that so little energy has gone into careful analytic work on the behavior of households in differing countries and how they respond to various changes, especially those resulting from shifts in public policy. This lack of careful analysis was a major force that motivated The Urban Institute to establish an international studies program in 1982. This volume represents one of the early products of the collaborative efforts that this initiative has spawned. The results of the comparison of the housing markets in West Germany and the United States presented here offer examples of the type of unexpected conclusions that may emerge from careful analyses as well as more anticipated outcomes. Despite the many similarities in the economies of the United States and West Germany and the general free-market orientation of their housing sectors, the papers in this volume document important differences in the way households make decisions about their housing and the consequences of these decisions.

The recent global crisis exposed vulnerabilities of housing markets pointing to the need to build resilience through better policy tools and sustainable provision of social housing. In the context of fiscal austerity, social housing is affected by changing politics, privatization and concentration of urban poverty. Transforming Social Housing: International Perspectives explores the differences and similarities in housing policies and practices by focusing on social housing institutions and their ability to influence affordability and quality of housing. The focus is on private and not-for-profit provision in mixed-income developments supported through partnerships and a mix of policy instruments. The book brings together contributions by leading scholars on key debates affecting social housing in cities around the world. The international perspectives provide an interdisciplinary, robust overview of complex processes of change affecting people, places and homes. It is particularly well suited for students, scholars, policymakers and professionals interested in housing, urban planning and public policy. The chapters in this book were originally published in various issues of the Urban Research & Practice journal.

This report and the corresponding guidelines are the outcome of a two-year project carried out by a group of specialists, whose objective was to take stock of existing work in the field of social housing for vulnerable groups. It complements the report on access to social rights in Europe (2002, ISBN 9789287149855) and is an integral part of the Council of Europe's Social Cohesion Strategy. Addressed to policy makers at national and local levels, service organisations and users, this work provides examples and guidelines on designing and implementing effective housing policies for vulnerable social groups.
